What are you talking about. An adult man is found naked bathing in the darkness of the night in the middle of a market. That's in a public space. It's a different thing if he was doing this at the house of his traditional priest or in his own house. He first need to be charged to court for constituting public nuisance and sent to a psychiatrist to determine his mental health.
