The law says you should have majority votes and he must also have obtained at least one-quarter of the votes cast at the election in each of at least two-thirds of all the Local Government Areas in the State.

A runoff isn't possible/easy to attain in Osun and generally in Nigeria. APC is the incumbent party so there's no way it won't get 1/4th votes in 2/3rds of all the local governments in Osun.
Majority is the focus, unless a candidate is severely hated by at least 1/3rd of the state or country which is rarely the case.

As for majority votes, the results speak for itself already seeing APC doing this well in Ife area, let alone in Osun Central where the bloc vote is chilling in the freezer for APC.

there is is just that in almost all elections held by inec there is dominant candidate or two, this time there are three candidate which can make neither get 50%+1

And I say there is no requirement that you must wi 51 percent to be crowned winner.

You can win 10 percent of total votes and still be winner, so far you got the 10 percent after winning 25% of votes in at least two-third of the local government areas in the case of governorship election and two-third of states if it is presidential election.
