in nigeria, voided votes don't count. But cancelled votes of polling units and where elections didnt hold do count.
Cancelled votes affect whole polling unit like violence or ballot box snatching or absconding with voting results. They count. It's similar to election not holding in the polling unit. But voided votes don't count, because it is individuals. When u are given voting paper and u thump print inbetween 2 parties, making it difficult for officials to know which party u want to vote for, it will voided. Or u don't even thumbprint at all, it will be voided. Or like some Egyptians that voted for Mo Sallah that didn't contest, it will be voided.

There is difference between cancelled and voided.
Run-off only happen when no candidate has both a simple majority and 25% of the cast vote in 2-third of the LGA. That is the position of the constitution.
A re-run is for areas where there are cancelled vote if the current margin is lesser than the number of registered voters in the cancelled area.
