From a layman point of view the position of the electoral act is simple -when the winning margin between the political parties is less than the registered voters in cancelled areas, the election becomes inconclusive and election must be conducted in those areas before the final winner is declared.
A good example is the Kogi gubernatorial election between Wada(PDP) and AUDU(APC) few years ago.
