It's not u.s secret service, u.s secret service agents are mainly for presidential protection and treasury. It the diplomatic security service of the state department which are responsible for the security of visiting dignitaries and the security of the state department officials like the secretary of state.
Dignitaries to the U.N are under the protection of united nations security separate from United states government.
Take note.

Nigeria's president, Muhammadu Buhari, is currently in New York for the 73rd Session of United Nations General Assembly (UNGA73) which officially opened September 18, 2018.

On arrival to the country, the president was assigned a US female secret service agent to protect him throughout his stay (as it has been during his previous visits). 

The US secret service agent compliments the work of the president's security aides whose duty is also to protect their leader. 

The United States has the responsibility under international law to protect visiting foreign dignitaries. There is an equally serious obligation to protect foreign missions in Washington, New York, and other cities in the United States.

Unlike some other nations that use a single protective force, visiting foreign dignitaries/diplomats and foreign missions in the United States are protected by a wide variety of local, state, and federal organizations.

Traveling foreign dignitaries are usually protected by the Secret Service or Department of State.

"Host country Security" is PRIMARILY responsible for the safety of any visiting President.
That does not mean the visiting President would still not have their own personal protection Agents, the host country agents are complementary to whatever he brings on his travel.

If anything happens to that visiting President on your soil, you are responsible.

BTW, that does not mean they dont use such agents for clandestine activities like spying (l am sure his hotel and telephone lines are aready bugged by the CIA and other Agencies of the Cabal).
