Anambra has a far lower budget than a state like Cross River. Anambra and Enugu has some of the lowest budgets in the country last fiscal year. Budgets are often meaningless. Many states make budgets they can't fund or implement.

I like how you also missed out on this page that shows Enugu's greater monthly revenue and their lower recurrent expenditure than Anambra giving them a bigger surplus. That is financial prudence.
