That was the crude earnings as released by OPEC for GEJ.

What can they point at that the $400b went into?

Despite this huge amount, he was still borrowing to pay salaries and has almost no infrastructural input from it.

He rendered 30 states bankrupt and unable to pay salaries which is why PMB has been bailing them out ever since.
