The contractor should be using a mobile spreader to distribute the binder (cement) uniformly on the subgrade/un-compacted base. Thereafter,the cement, base material and predetermined amount of water or chemical admixture are thoroughly blended and compacted. With what is highlighted in this picture, it would be really difficult to achieve a consistent CBR strength on this base.
