It's not usually easy as UAE mostly offers visit Visas, (or employment visa) which means that someone you're supposedly visiting would have to stand in for you and get the Visa approval from the UAE.

You must have booked and paid for your flight reservation before you proceed to visa application through them. However t they will not refund you If you do not fly with them. If you book a refundable ticket, you only get partial refund when you cancel your booking.
