Secondary school per se has no age restrictions. I think this should be binding on age and not the institution.

After explaining in class, their teacher still uses WhatsApp group platform to explain further and the students also express themselves in ways they couldn't in class.

There are several ways secondary School students ( esp the senior secondary School students) can benefit from the internet apart from using social media. For example, they can carry out research on assignments given to them in school. And for those that attend schools that are technologically inclined, they can interact with their tutors and fellow students in a responsible way and get materials from their tutors in real time even when they are absent from school. So secondary School students should not be exempted from the interesting world of the international network aka internet. Tnk you.
