He, however, says labour must realize that they are part of the building process of the country and should understand that all government’s revenue cannot be used to pay wages. “We make promises and we fulfil them. The only one left which you are contending with at the national level is the minimum wage. “If you people agree, we will pay, but I’m not one of those who made that promise. “The party that made the promise should solve the problem. I’m not here to solve anybody’s problem. (But) if you people agree we will do it. But I will not come and begin to stay in a meeting for 15 hours… that, I will not do but I’m in support. It’s just that your demands are so many. “Today it is secretariat, the next day it is increment, the next it is pensions,” Wike said. The Federal Government and labour leaders have been in disagreement over the amount to be paid as minimum wage. While FG insists on paying N24,000 as against labour’s demands of N30,000, President Buhari says he is working hard to ensure that the nation gets a new National Minimum Wage Act as soon as possible. He stated this on Tuesday while receiving the report of the Tripartite Committee on Review of National Minimum Wage at the State House in Abuja. Speaking to THISDAY on telephone last night, the General Secretary of the NLC, Mr. Peter Essom, said labour expects speedy transmission of the outcome of the negotiations to the legislature without further waste of time, warning that any delay could attract a reaction from workers. “We insist that a bill reflecting the agreement reached at the tripartite negotiations be forwarded to the National Assembly as soon as possible; that is what we are standing on. If that is not done within a reasonable time, then you will hear from us,” he said. On what would amount to a reasonable time for the organised labour under the circumstances, Essom said, “We will determine what reasonable time is; remember that the NLC President had indicated that within a period of two weeks, we expect this bill to be forwarded to the National Assembly. So let us wait and see. When we believe that there is an unnecessary delay in the process, we will take decisions need to be taken and we will communicate to members of the public,” he said. The NLC scribe said that labour was appealing to President Buhari to kindly expedite action on the proposed new national minimum wage by transmitting it to the National Assembly in good time. He said the Tripartite Committee on the New National Minimum Wage had concluded its meetings and a report on N30,000 minimum wage agreed upon, adding that the ball was now in the court of government to do the needful. “We all signed up on the N30,000, so why should there be any controversy. The report has been submitted to Mr. President and what we expect now from Mr. President is to do justice to that report, by quickly raising an executive bill on the new National Minimum Wage. And when that bill gets to the National Assembly, we want to assure Nigerian workers that we will be ready to engage them constructively,’’ he said. The Tripartite Committee on the new National Minimum Wage concluded its negotiation process on November 5 and submitted the report to Mr. President on November 6. Before then, the federal government had offered to pay N24,000, while the organised labour had agreed with the Organised Private Sector (OPS) to stand on N30,000 as the new National Minimum Wage. President Buhari while receiving the committee report, said: “In a way, both arguments are valid. I want to assure you all that we will immediately put in place the necessary machinery that will close out these open areas. Our plan is to transmit the Executive Bill to the National Assembly for passage within the shortest possible time. Bimbola Oyesola and James Ojo, Abuja Organized Labour has given the Federal Government December deadline to commence payment of the N30,000 new national minimum wage to Nigerian workers. This is even as feelers emerged that labour may resume its suspended nationwide strike in the next two weeks should the government continue to foot drag on the implementation of the report of the Tripartite Committee on Minimum Wage. Besides, Labour warned that any reduction in the N30,000 agreed as contained in the committee’s report to President Muhammadu Buhari or any further delay in its passage would lead to devastating consequences. The President of Trade Union Congress (TUC), Bobboi Bala Kaigama and the Secretary General of the Association of Senior Civil Servant of Nigeria (ASCSN), Bashir Alade Lawal, gave the warning at the National Executive Council (NEC) meeting in Abuja yesterday. They both warned that labour would not accept anything less than the N30,000 agreed by the Committee, as Nigerian workers patiently await President Buhari to forward an Executive Bill to the National Assembly for passage into law. Kaigama stressed the urgent need to fast-track the implementation of the newly agreed national minimum wage. Specifically, he said the expectation of labour is that the full implementation of the N30,000 would not exceed December. Minister of Labour and Employment, Dr. Chris Ngige was not available for comment last night. His mobile phone indicated it was switched off, while his Chief Press Secretary could not also be reached. But the Deputy Director of Press in the ministry, Mr Samuel Olowookere said he could not comment on the threat by Labour. “I cannot comment on what I don’t know, I can only speak on what I know with the permission to do so. All I know, which is known to everybody, is that the ministry has concluded its work on the minimum wage and my ‘Oga’ has submitted the report to the president. That is all I can say,” he said. Though Kaigama stated that he would not preempt President Buhari that the N30,000 agreed through the process of tripartite negotiation could be reduced, he warned that the consequences of reducing or delaying its implementation would be very devastating. “The Federal Government is advised to avoid any action that can delay or truncate the process of enacting the new Minimum Wage Act as the consequences of allowing that to happen can be very devastating. “It is worthy of note that the single most important issue agitating the mind of an average Nigerian worker today is that of the new national minimum wage, the report of which was presented to Mr. President on Tuesday 6th November, 2018. It is apt to state that against all odds, the tripartite committee that negotiated the new minimum wage was able to scale all hurdles and agreed to the sum of N30,000 as the new minimum wage for the country. “It is on this premise that I strongly want to appeal to the Federal Government to fast-track the process of enacting the new national minimum wage into law. “Our expectation is that the government should be able to complete the entire process before the end of this year so that workers who have waited for so long can begin to enjoy a new lease on life provided by the newly agreed minimum wage.” The TUC president also regretted that the core civil service, which is the engine room of government, is the least paid in the public service. According to him, other segments have had their emoluments beefed up over the years. Kaigama explained that even though civil servants, for instance, possess the same qualifications and experience as their counterparts in the parastatals and agencies, “yet, the salaries of these other employees are, in most cases, three times more than that of officers in the core ministries.” The labour leader added: “This situation has been made worse by the fact that since 2010 when salary relativity was carried out in the core civil service, no salary increment has been granted to civil servants except for the N900 monthly that was added to the emoluments of senior officers across board after N18,000 was approved as the national minimum wage in 2011.” Lawal said they were holding President Buhari to his words that he would send the report submitted to him to the National Assembly. “The way we interpret the president speech is that he said he is going to forward Executive Bill to the National Assembly, and on that we stand. We are not going to accept five kobo drop on that N30,000; we are not going to accept it. We are not going to accept anything less that N30,000. Like I said earlier on, we have mobilised already, we only suspended (the strike). So, we will pick off from where we left. It is not going to be a difficult thing,” he said. He explained that the president should send the bill to the National Assembly before the next two weeks. “We want it done less than two weeks; we cannot wait till end of November because we want the minimum wage achieved this year. “We are taking Mr. President on his words now, but we have a timeline on when we will swung into action. Our members are ready and only waiting for directive; we are prepared because as we have always say, we have never gotten anything on a platter of gold. We are going to do all we can within the law to ensure implementation this year.” |

The governors also resolved to downsize, if they must pay the new minimum wage. They, however, at the meeting the NGF emergency meeting, resolved to send another delegation to President Muhammadau Buhari to canvass their position on the new Minimum Wage. Members of the committee to see President Buhari are governors of Lagos, Akinwumi Ambode; Atiku Bagudu of Kebbi State, Simon Lalong of Plateau State; Mohammed Abubakar of Bauchi State; Udom Emmanuel of Akwa Ibom State; Dave Umahi of Benue State; Ifeanyi Ugwuanyi of Enugu State; and Nasir El-Rufai of Kaduna State. The governors insisted that though they were willing to pay any amount, asking all states to pay N30,000 demanded by organized labour would render many states bankrupt, saying the only way states could pay was to either downsize their workforce or the Federal Government agrees to a new revenue allocation formula. Chairman of the NGF and governor of Zamfara State, Abdulaziz Yari, who spoke for the governors at the end of the meeting, said governors resolved to “re-strategize and put together another committee to meet the President to once again to work out another formula towards quick resolution of the problem associated with the proposed N30,000 minimum wage.” According to him, it is impracticable for governors to pay the new minimum wage unless labour agrees to a downsizing of the work force all over the country. President Buhari received the report of the Tripartite Committee last Tuesday but did not endorse the proposal made by the committee. Speaking further, Yari explained: “We have seen what has been presented to the President by the committee. As a member of the committee, governors (representative) said the committee did not take our submission of N22,500 because it came late. “I am surprised how you can do this without the input of the states, because the states are the key stakeholders in this business. “In a situation where our report is not taken or considered by the tripartite committee in its report to the President, I don’t know how the committee expects us to work. “But we still say we want to pay but the issue is the ability to pay. I don’t know how this formula will come and I don’t know how we can get solution to the issue. “We are not able to N18,000 today. When the President assumed office, 27 states were not able to pay; not that they choose not to pay, now you say N30,000. How many of them can pay? We will be bankrupt. “So, as Nigerians, we should look at the issues seriously. While other people are saying governors are flying jets and living in affluence, that one is not luxury but compulsory. “Put together, the issue of government overhead cost with personnel cost still cannot solve this problem. “Like Lagos that is paying about N7 billion as salaries, if you say it should pay N30,000, now it will be N13 billion. “From our calculation, it is only Lagos State that will be able to pay N30,000. As Nigerians, this is our country, there is no other country we have and we should be fair to this country. “As for the way forward, we will continue to talk with Labour, let them see reasons governors have difficulties. “Some of us have IGR. For instance, the money Lagos State is using to pay is not coming from Abuja. They have a way of getting their money from IGR and that is why they can afford to pay. They get money through VAT. “Apart from Lagos, even Rivers cannot afford to pay. So, we have been crying out about this since 2011 but no one cared to listen. “One critical example is that some states ration their salaries, while some others put everything they earn on the table and ask labour to come and see and ask them to suggest how much should go for capital and personnel cost. “Some say 70% for personnel cost and 30 %for capital projects and yet the states cannot pay and they put the remaining as outstanding. “If you are talking about oil, the price is not what it used to be. From last year to date, it is $20 less, from $75 to $55 dollars. So, where is the money to pay? “We should not exploit this matter further. We are leaders today, tomorrow others will be. So, let’s look at this matter seriously to see how we can do it properly. It is our primary responsibility to see that everybody is happy.’’ It will be recalled that organized labour had Tuesday, warned that any attempt to delay or truncate the agreed N30, 000 national minimum wage would have a devastating effect on the country. Speaking through the President of the Association of Senior Civil Servants of Nigeria, ASCSN, Bobboi Kaigama while addressing members of ASCSN National Executive Council, NEC, meeting, stressed the on the need for the government to fast-track implementation of the N30, 000 minimum wage Kaigama, who is also the President of Trade Union Congress of Nigeria, TUC, insisted that Nigerian workers expected the Federal Government to complete the process of new wage before the end of this year. According to him: “It is apt to state that against all odds, the Tripartite Committee that negotiated the new Minimum Wage was to able to scale all hurdles and agreed to the sum of N30,000 as the new minimum wage for the country. All Nigeria governors has A1 in lie telling, if the wage bill of Lagos is 7 billion, and the increase in minimum wage is not up to 50 percent going by our calculations, when using only basic, accommodation, transportation, and utility to calculate. Their wage bill should be hovering around 10.5 billion, not 13 billion. On Rivers state that has wage bill of about 5 billion, with 50 percent increment, their new wage bill should be around 7.5 billion, Rivers state monthly IGR is above 10 billion, their federal allocation is above 13 billion, total should be above 23 billion, after paying for wage of 7.5, they will still have above 15 billion. Akwaibom, Delta, Bayelsa, Rivers, receives above 12 billion monthly from Federal Account Allocation Committee, why should they maintains that it's only Lagos that can pay. I believed that all the state received from federal monthly above their wage bill, even when added with their new minimum wage, meaning if the use it to pay their wage bill they will still have left over, then added with their IGR, they should use it to execute other project. In fact any governor that can't pay the new minimum wage should quietly step down for another to step in. Government office is not their father's estate. Our governor has accepted to pay the minimum wage , when the federal government sign it, why should they now telling us that it's only Lagos that can pay, this is a serious insult to Rivers state, Akwaibom, Bayelsa, Delta, and many other state like Enugu, Anambra and Kano that has already agreed to pay once implemented. Northern governors are drawing us back, true federalism should be in practice, upon the money they received from center they still find it difficult to pay, then any state that can not pay should not answer state, but a local government, therefore needed to be merge with another state. The union said the threat is not new and that workers are standing firm on the figure agreed by the tripartite negotiation team as the new national minimum wage. The Governor of Zamfara, Abdul’aziz Yari, who is also the chairman of the NGF, said on Wednesday after a NGF meeting that N30,000 minimum wage was impracticable. He said the proposed figure could only be paid if labour would agree to downsize its workforce across the country “or federal government itself accedes to the review of the national revenue allocation formula.” Mr Yari said only Lagos State would be able to pay its workers N30,000 as minimum wage. “Like Lagos that is paying about N7 billion as salaries now, if you say it should start paying N30, 000, the cost of salary will be N13 billion. “From our calculation, it is only Lagos State that will be able to pay 30,000,” Mr Yari said. “As Nigerians, this is our country, there is no other country we have and we should be fair to this country,” the governor said. Reacting to the governor’s comment through a statement he personally signed, NLC president, Ayuba Wabba, on Thursday advised state governors to sacrifice their “huge salaries and allowances” to pay the proposed new minimum wage. ”We propose that since a few political office holders are bent on enslaving Nigerian workers with peanuts mislabeled as salaries, we urge such elected public officials to subject their humongous salaries and allowances, reputed to be among the highest in the world, pro rata with the minimum wage they want to force down the throats of Nigerian workers. “We, therefore, urge each state governor to go to their respective states and inform workers and their families their individual position on the new national minimum wage of N30,000,” Mr Wabba said. Mr Wabba said the bargaining process for a new minimum wage under the 1999 Constitution only recognises individual states and not the NGF, noting that the states had already defended their positions during negotiations at the National Minimum Wage Tripartite Negotiation Committee. ”The 1999 Nigerian Constitution (as amended) recognises individual states in the Collective Bargaining Process NOT Nigeria Governors Forum. The states, like the other social partners, have already defended their positions during negotiations at the National Minimum Wage Tripartite Negotiation Committee vis-à-vis counter proposals,” he stated. The NLC president urged workers to remain firm in the struggle for a new national minimum wage, adding that Nigerians should vote out any political party that refuses to pay the new national minimum wage of N30,000. ”We hereby reiterate our directive to Nigerian workers to vote out any politician or political party that refuses to pay the new national minimum wage of N30,000. ”We shall continue to consolidate our efforts to strengthen already existing platforms and structures to give teeth to our resolve to vote out anti-labour governors and politicians in the forthcoming 2019 general election. ”The leadership of the Nigeria Labour Congress and Organised Labour urge workers to remain steadfast and firm on our rights to decent wages and improved living conditions. To the oppressors, we have only one answer for you We will never sleep on our rights!” he said. Zamfara state governor is seriously looking for governors to deceive, by joining him to go down since INEC refused to accept Zamfara state APC candidate list because they didn't meet up the deadline. They don't even have any candidate list due to deadline. He also want to drag APC lead Federal government into the wrath of the workers by refusing to pay the minimum wage. Governors should be allowing him to fool them by speaking for them, no minimum wage no vote for them, is it when we vote them out they will sack. God has the final say, if they are having in mind to sack workers, God will first sack them and have them send to prison. No man hold his follow man destiny, it can be delay but not deny. Who is VIP In America the people who are considered as VIPs. 1. Scientists Doctors Engineers and TEACHERS 2. In the Honorable court of France only Teacher is allowed to sit on the chair. 3. In Japan police has to take special permission from the govt.to arrest the teacher. 4. In Korea any teacher can enjoy all those facilities which a minister in India can enjoy by showing his I.card. While in Nigeria and most African countries, degrading teachers is a very common and regular practice.
