I'm using My Oreo theme and each time I check for miui updates, that blue button to click is missing but when I changed to the default Miui theme, it reappears Change back to your default theme and see if you can find the settings there.

Redmi note 6 pro has front LED flash. Except if I'm mistaking it for max 3 cos I have sold both device recently and I remember taking a selfie with the front flash of one of them.
