All good bro, i made my first comment as a joke actually, Initial comment was "What have you been smoking", but i thought that might be taken too serious. Anyways, never said i cared about the delivery date, wasn't arguing that with you, just the dates was what i thought was out of place. They can deliver it in 2034, not my problem,na today them know say they need these things? After all these yrs. smh. Good luck to the country. The United States Department of Defence on Wednesday announced it has awarded the contract for the manufacturing of 12 A-29 Super Tucano combat aircraft on behalf of the Nigerian Air Force. The contract was awarded to Sierra Nevada Corporation, an American aerospace contractor, for an initial sum of $329 million. A clause, described as “undefinitised contract action (UCA)”, was, however, added that the contract sum could be varied, but not exceeding $344.7 million. A defence contracting explainer said the UCA involves contracts whose terms, specifications, or price are not agreed upon before work commences. This could be because the negotiation of a definitive contract action is not possible in sufficient time to meet the government’s requirements or a government’s interest demands that the contractor be given a binding commitment so that contract performance can begin immediately, and shall be as complete and definite as practicable under the particular circumstances. Six of the aircraft would be equipped with Forward Looking Infrared System, a technology that senses radiation which is then converted to video output. As part of the contract for the 12 Super Tucano combat jetliners, the Nigerian Air Force would receive ground training devices, mission planning systems, mission debrief systems, spares, ground support equipment and alternate mission equipment, the U.S. defence department said. There would also be a contiguous U.S. interim contractor support, outside of continental U.S. (OCONUS) contractor logistic support, and five field service representatives for OCONUS support for three years, the U.S. Defence Department said. The aircraft would be built in Jacksonville, Florida, southeastern United States, and is expected to be completed May 2024. “Foreign military sales funds in the amount of $220,167,735 are being obligated at the time of award,” the department added. President Muhammadu Buhari placed order for the aircraft in April, following extensive discussions with the U.S. government that led to the relaxing of a moratorium placed on military equipment sales to Nigeria. Mr Buhari said the procurement would help strengthen Nigeria’s national security, as well as timely end to the Boko Haram war. The Nigerian government transferred $469.4 million to the U.S. government in April, according to a letter he wrote to the National Assembly. Lawmakers immediately rejected the move, saying the president flouted the Nigerian Constitution in paying such humongous amount to procure equipment from a another country with appropriation. The president described what he did as granting “anticipatory approval” for an expenditure, a term the lawmakers argued was strange to the Nigerian Constitution and the principles of separation of powers. During the heated debates about the contract in April, a U.S. senior diplomat in Nigeria briefed reporters in Lagos, telling them, amongst other key benefits of the contract, that the Super Tucanos would be delivered by 2020, a claim that was then regurgitated by Buhari administration officials. It was not immediately clear whether the Nigerian government was aware the project would not be delivered until 2024, six years away, but went ahead with the narrative that it would come by 2020, anyway. Also it was unclear why the contract was being awarded for $344 million (N125.3 billion) when Mr Buhari said he transferred over $469 million (N168.8 billion) to the U.S. for the aircraft. That leaves a difference of N43.5 billion yet unaccounted for. Presidential spokesperson, Garba Shehu, did not immediately return PREMIUM TIMES’ requests for comments Thursday night. An e-mail to the U.S. Embassy public affairs section in Abuja was not immediately returned. The Boko Haram war, for which the Super Tucanos are being procured, has seen a surge in recent months, with hundred of Nigerian soldiers being killed in audacious raids on their bases across the war-ravaged North-East. Only on November 18, at least 118 soldiers were killed when Boko Haram fighters overran the Nigerian Army 157 Task Force Battalion in Metele, Borno State, which has been the heartland of the nearly 10-year jihadist campaign. The Chief of Army Staff, Tukur Buratai, who had long amongst top government functionaries claiming Boko Haram had been “technically defeated”, acknowledged the renewed ruthlessness of Boko Haram during an address on Wednesday. b]Abubakar Elkanemi, shehu of Borno, says the people of the state are still under Boko Haram seige.[/b] Elkanemi said this when President Muhammadu Buhari paid him a courtesy call at his palace in Shehuri, Maiduguri, on Thursday. The monarch dismissed claims by security operatives that the ongoing military operations, particularly in some parts of the state and the Lake Chad region, was yielding positive result. He said nobody dares move 10 kilometres out of the state without being attacked, adding that farmers are being killed and kidnapped on a daily basis. While applauding Buhari, the monarch said there is much to be done for the people of the state to be free from the insurgents attacks. “On behalf of the traditional institution in Borno, I want to commend your excellency for the commitment you have given towards ending the lingering crisis of Boko Haram,” he said. “It is unfortunate that despite all efforts put in place to restore peace in our land and the north-east, we the people of Borno state are still under Boko Haram siege. “Nobody can dare move out of Maiduguri by 10 kilometres without being confronted, attacked by Boko Haram. “Quite a number of farmers are being killed and kidnapped on a daily basis around Molai General Area, which is just 10 kilometres away from the metropolis, along Maiduguri -Damboa -Biu road. “Most of the surrounding villages and communities in Konduga, Damboa, Mafa and other local government areas have been razed down in the last two weeks. “We plead that the federal government and the security agencies review the strategies in nipping this lingering crisis in the bud.” The north-east has been under series of attack by the insurgents, the latest being the attack on the 157 task force battalion in Metele, Borno. JUST IN: In compliance with the COAS Lt Gen TY Buratai’s directives that Commanders in OP LAFIYA DOLE carry out massive attacks and offensive missions to the BHTs’ locations, hideouts and enclaves, troops of 3 Battalion Ngala embarked on an exploitation mission on 29 November 2018. The gallant troops carried out offensive patrols on two fronts. Ngala Bridge and Gamboru town towards BHT withdrawal routes along Wurge village in Borno State. On siting the troops, the terrorists who were massing up for a possible attack abandoned their logistics stores and equipment and fled. BHTs equipment captured include: 1 X AK 47 Rifle with Reg No 819044 AND 2 X AK 47 Magazine, 443 X Rounds of 12.7MM, 94 X Rounds of PKT, 16 X Rounds of 7.62 MM NATO, 4 X RPG Bombs, 1 X RPG Charge, 1 X AA Telescopic Sight, 1 X AA Top cover, 1 X Clearing rod, 1 X Hilux GT, 2 X Motorcycle, 1 X BHT Flag, 2 X Blanket, 1 X Praying mat, 1 X Mosquito net, 10 X Motorcycle spare tubes, 1 X Tool Box , 1 X Towing cable, 1 X Camel bag, 3 X Water melon, 3 X Milk, 2 X Maltina, 2 X Satchet of sugar and groundnut, 1 X First Aid kit, 1 X MP3 Player, 3 X Jerry can. A suspected terrorist group carrying sophisticated weapons is currently in control of Tangaza Local Government Area of Sokoto State, applying ‘strange laws’ and punishing defaulters. According to reports, members of the group believed to be from Niger Republic are in possession of assorted weapons, preaching Islamic teachings, forcefully collecting alms (zakat) and flogging defaulters. An eye witness stated that though members of the terror group are yet to be identified by name, and have been in the area for than two months, they are allegedly recruiting youth in a nearby bush. After ‘training’ them, they give them a motorcycle, he said. The witness, who pleaded anonymity, said members of the group are more than 200. He said they looked strange, spoke Arabic and wore turbans over their heads. “They imposed compulsory levies on each household with cows and rams. Those with cows are paying N500 and those with ram are paying N200. They are arresting and fining herdsmen who encroach on farmlands and are keeping the money. They are operating freely, scaring residents, without being challenged. They are going from one community to another,” the witness said. Tangaza Local Government in Sokoto State borders Niger Republic. The border communities of the two countries inter-marry and are identical and speak the same dialect. Africans (especially Nigerians) are more exposed to fake news than Americans. (imagine that) At the height of farmers/herders clashes, facebook had to disable Several accounts based in UK for spreading fake news in Nigeria. Fake news has led to death of several individuals in Nigeria. I know for a fact that some of these guys are dismissed personnel who bear grudges against the military.
