Just ignore whatever other birth certificate u possess, Fed. Govt. only recognizes NPC, u can get it from your LG (they [NPC] most likely have an office there) for less dan 3k..

I obtained mine at ikeja LGA secretariat, near computer village. I took my birth certificate(the one I was given but not from NPC) but they didn't use it anyway. I paid a total of 3k, because I was 17 years so they needed to fill two affidavit forms,
each #1500 (which you can fill yourself), then i registered my details and they gave me the certificate

Will want to do M.sc in Political Economy and Development studies or International Relations which country will be fit for me
I am a second class upper degree holder 4.35 .do I have a good chance for the award?

You won't be able to apply because, federal govt considers NYSC discharge certificate as one of the criteria.
The scholarship is every year, so you can apply next year.
But if you can complete your NYSC programme before the interview/exam date which will be slated early next year, you can give it a try.
