Nigeria business men are use to unfair business practises - where they corrupt their federal gov - and get favours. It like doing business in kenya 80s and 90s - when gov had tight control of business - buying forex was hectic - so was importing anything - and getting loan. The few who managed to get - like the Kenya Arabs at coast - made huge fortune. The same is true for Nigeria now - where Northern business men - use gov machinery to ran monopolies - and the guy who suffers is the average Nigeria.

Thankfully their policing is so corrupt - so all sort of contrabands are imported directly from Benin and such countries.
