I don't think your electrician quoted high. I Kabelmetal(NOCACO) is one the expensive cables BUT the 16mm can't be Nocaco cos the price is more than twice of the one he quoted for. Maybe he's using China cable for you.

. The cost is subjective. Things to consider: Ur design, size of the house, height of the foundation,
german floor or not, columns(pillars) or not etc

Depending on location the plot might not be able to take up to 8 units due to building regulations. Like maintaining minimum setbacks from the fence to the building. But the area doesn't have strict building regulations the plot can 8 with parking spaces in the middle. Then for cost, about N2m should be able to build a unit, so multiply that by 8 = N16m then add external works maybe another N2m total will be N18m.

The range is cool in respect of the factor added per design and room sizes but the topography of the land shouldn't be left out, the 1.8m will be achieved if the land is dry using pad and strip foundation and when savings is been done.
The last 4bedroom duplex foundation with German cost 1.75m taken all the factors you mentioned and the one I included.

You can do 8 with no problems. 4 up and 4 down. I saw a plan and the land was a little less than a plot and it got approval.

If you mean the conventional one with its picture below then its cost between 10500 and 11500 but if you mean close cupple with a side flush then it would depend on the product in particular.
