Man city vs Man Utd attendance = 54,816
Empty seats = 781.

Despite being EMPTYHAD.

Atletico's Stadium capacity = 68,000
ATL Vs Barça attendance = 67,204
Empty seats = 796.

796-781 =15.

My whole point is that Spurs are a very big club and can easily sell 80000 tickets especially for a London Derby. That's why they are expanding the white Hart lane to 62000

Nope, if you actually bothered to read the link I posted, it explained that restriction on ticket sales have been in place for high risk games (e.g Spurs vs Chelsea) even as far back as 2017. The restriction starting this December is for all games. Spurs vs Burnley for instance would have restrictions from now on.

Not regularly though seen a lot of matches with low attendance but it's usually full when they are playing against a top side

I don't expect Tottenham to completely fill that stadium. The only reason I said anything is cos I thought he said that they are not allowed to have more than 51k attendance and I know for a fact that Liverpool's match had 80k+ spectators.
