Before the advent of Hameed Alli as the Comptroller General of Customs the officers applied discretion in working out duty for importers on certain items especially at the airports. Since the change regime everything is done by the book and any officer who fails to adhere to the rules could find himself out of job.
Luxury items like phones could attract anything from 5% to 35% rate of duty.

Hameed Alli has since his assumption of office posted customs officers to all Nipost and Courier offices at the Murtala Muhammed international airport. The instruction is that all courier companies must import all cargo through MM airport for control and effective collection of maximum customs duty.

So even if you import one item the customs will charge the courier company who will transfer the charge to you the customer.
So the duty on each imported item could be as follows-
1. Rate of duty-35%
2.Value added tax(VAT)-5%
3.Surcharge or airport tax-7%
4.Ecowas trade scheme-0.5%
5.CISS tax-1%

So when you add these five taxes to what you imported yo will probably get what you were billed.

I paid 3k too but I guess the charges is being calculated based on the total value of the said item. It's a new directive by customs hq to task incoming items from abroad whether termed as "gift" or not.

Not #500, if you are unlucky you will be charged with custom fee ranging from 3-12k. That 50k is too much though.
This is not my first time, second time or third time of buying smartphones from AliExpress. I bought two last December 2018 and it was even brought to my office. I paid N1000 for the two phones and I dash the delivery man N500.If you have been buying from aliExpress and you pay more than that, then you are being scammed.

Nope, because you weren't charged doesn't make the custom fee unreal. I have been buying phones from alixpress since 2016 and have been fortunate to escape any form of custom charge too but I have people who have been unlucky as one still paid 6k last week.

Just pray you don't face it because it is REAL.

That is the scam going on now at Nipost. There are two types of shipment services, one is Registered and second is Parcel.
Registered items comes without custom inspection and carries mostly TRACKING RR or RD depending on the country of origin and usually charges between N200 TO N1000 depending on the content but not more than N1000. Parcel service comes with custom inspection and comes with customs charges from Lagos to the local post of the receiver.

The fraud now is, Customs is now accessing registered package which is wrong and when you ask them to give you a TSA account to pay at the bank they refused. My friend paid N22k to collect used samsung S6. They bill high charges on iPhones and Samsungs because they believe those phones are expensive and made nonsense estimates on other phones they don't know the value. Last year I paid 12k to receive iPhone 5 but the mumu people billed me N1050 and 1K for Samsung Gear 3 watch and Huawei Y7 (2018) respectively.

Yes, you are supposed to pay custom duty on particular items but the money is hardly ever remitted to FG coffers.

I know all these because i showed FedEx pepper. If you ask their MD my surname, he still remembers, because i actually took it all the way to their HQ in U.S.A. i got death threats over this case sef

It became a long drawn out case all over 60k so i eventually dropped it because i didnt get access to the overall Customs Boss, Hammed Ali or whatever his name is
Yes The Nigeria Customs via FedEx and DHL have been running this scam for long. Now regular Nipost have caught up.
I heard you can 're-negotiate' a lower figure at the counter if you insist on only paying into the official Federal Government TSA account with Nigerian Customs, as should be the norm. They will opt for cash over the counter and take a lower sum.
Not paying at all may be a battle because they are all complicit in this scam all the way to the top. Probably only Buhari or Osibanjo can personally stop this.

There is a choice. If you bought the said phone from a vendor that can return your money, leave the phone with 'em. After a while they'd be forced to return it. You just need iron discipline not to cave in and go for it. Uncollected items gets regularly shipped back. Do not tell NIPOST you are leaving the phone due to exorbitant fee. Just tell them you are running around to get the money and leave it at that. They will return it to sender after two or three weeks. I have done it before and it worked. I got to buy the phone cheaper from another vendor and did not pay the 30k+ the greedy guys said I should pay for a 100k phone.

Try as much as possible to find out . Hopefully someone here will help you. Besides I don't think custom charge should be collected in the post office. If there was any custom related problem, the phone wouldn't even get to the post office.

I'm a victim of the customs wahala. All my years of shipping, never paid customs fee till last year December, mine was around 7k+.

50k is huge, but yh, you get to make the payment at the post office before claiming goods.

Your package would be wrapped with tape bearing customs logo, they'd have opened your package to confirm what's inside. I requested for the main billing which was provided, it's real.

I really don't know about petitioning for a reduction on this 50k bill, cause ion really know how many % we as citizens are to pay on imported goods. If I had this figure then one can firmly confirm if you're over charged or not, id you're over charged then you have to provide proof of payment for the package and follow up to pay the right amount

Why do guys think Nigerian Customs is declaring high returns of late. Ordered some items few months ago for around $700 over 200k naira. I was forced to pay 80k for custom duty. I was like what is going on. So please be careful while importing items.

Actually I think it's a duty to be performed by importers in the country, but the % they're requesting is too high IMO

If you use normal shipping like Aliexpress standard shipping which runs tru 3 weeks, you won't have issue like this. The highest you could be charged at post office is 1k for phone.

There is custom charge on alixpress standard shipped phones. Pray you don't face it, picked up a phone on Friday and the guy at the counter said am so lucky and he showed me some items that had custom fees. It is REAL.

Luxury tax.
Customs tax starts from 5%-35% and sometimes up to 100% if the government is trying to discourage importations of certain items.
Like I said before Alli customs officers used their discretion to wave duty for certain importations of single goods.
Now with the change regime no officer is ready to take that chance and lose his job. Even the courier company could lose their license to import.
It's not encouraging but that is the present reality of Nigeria today.
