Our counties actually have to get something from the government,they are only allowed to collect petty taxes!

They are not federal governments!

All three tiers of government have a right to federal allocation because the states aren't allowed to fully manage their resources.... But there are states that are totally dependent of the federal government.. the likes of Lagos,Ogun,Rivers, Anambra,Oyo,Kano can survive without the FG..

On the other hand,none of your counties can survive without your central government.. your government basically run the whole country. that's why Lagos's IGR is more than that of all your counties combined...

I am not a military buff myself but I know nothings beat a motivated & disciplined army or terrorists. If Nigeria really wanted to beat Boko Haram they would simply get lessons from Chad. Chad beat Libya who were armed with incredible weapons. Chad were armed with the ever dependable toyota landcruiser -70 series - I own a 80 series and those things are indestructible. You don't need expensive high tech weapons - you need disciplined and motivated fighting force. Afgans have for 30yrs nearly beaten NATO. Before that they crushed the USSR. You're not fighting sitting ducks or monkeys - you're fighting thinking human beings - unless you were allowed to nuke or carpet bomb a whole city - it will come down to clinically identifying the enemy and eliminating them - that requires more brains - and less brawl. That is why terrorist really invest on indoctrination. So does the rebels who spend a lot of time ramming ideology to their poorly educated rebels. You need fighters with a cause. Otherwise they will do what Nigerians do - flee at first sign of trouble if not sell the weapon to the enemy.

The difference for 100 time - is our counties are not allowed to LEVY taxes. That is difference btw federalism and unitary system of gov with devolution. Our counties are more like you local authorities. They are allowed to collect levies, rates and such small monies.

Our counties are not designed to be as independence as the Nigeria's federal governments.The only way we can make them strong is through implementation of full throttle devolution and giving them powers to collect meaningful taxes!

We may never completely defeat Al Shaabab - it's really hard to defeat Islamic terrorism - an ideology - but we are definitely doing better than Nigeria. We don't have 8M kenyans who are refugess in our country because some terrorism. We have the occasional successfully cowardly terror like London or Paris.

We are out there in Somali fighting them. That would be like Boko Haram has been cleared out of Nigeria and Nigeria army are following them in chadian deserts.

We have definitely invested more on software of the army - educated, disciplined and professional force that are motivated to fight and die for their country. They know if they die the gov will pay the families equivalent of 30-60M naira as gratuity and life insurance amongst other benefits including possibly hiring their kids to the army. They know they will die brave and respected men. They know it's worth dying for Kenya.

And way before they fire the first round- just out of college- we pay them salary equivalent of a major in Nigeria - and we trained them - we provide them with medical cover - opportunity for peace keeping - and generally they are doing great as respected army men - and that motivates them to fight when the tight comes - if it ever. They don't get used to do stupid internal stuff. Majority never really ever fight. Most of busy internal stuff are dealt with paramilitary police. The army generally had it good until Alshabaab.

Yes that would make them states. That will federalism. We probably will get there eventually. But it won't be easy. They would be allowed to hire police, magistrates, judges and even adopt sharia as their state law like 12 of 36 Nigeria states did. It won't be easy because that way too much control for counties to have.

I still don't believe in all that power being given to counties,we can do some tweaks though like letting primary and maybe secondary education under the county governments among many others provided the National government will still keep an eye just like the way in the health sector!

Our teachers union is powerful - probably the most powerful in Africa. KNUT control nearly 300,000 teachers.That is incredibly powerful. They will never allow education to be devolved. And that would be the best candidate. So right now only pre-primary education is devolved. The doctors & nurse slept through it. The police will also never want to be devolved.

Anyway it will take another civil war like 2007/2008 to make any serious constitutional reconfiguration in kenya. Humans don't want change until death stares at them.

You can only borrow if you're credit worthy. Our borrowing is 30% of the budget. Our repayment is 30% is of the budget. It basically a zero-sum game.

I know Nigeria makes its patrol and gun boats. It's one reason why I said Nigeria's navy is the uncontested giant in Sub-Saharan Africa. Kenyans can't argue that.

But if we make this things it's good but obviously more needs to be done. Much much more. I wonder if the military keeps quiet about these things for tactical reasons as I can understand that.

Nigeria have cut it's budget many times too Before it's pass by the National Assembly. So? It's not an achievement.

Transparency? Anybody can access the budget through the budget office. I know how much state house will be spending, I know what the army navy and airforce will buy, I know how much the president will spend on his travels e.t.c. I know everything about the budget. Just check their website. http://budgetoffice.gov.ng and download the PDF.

Now show me same courtesy and tell me where I can access your budget in detail the way ours is. grin

Yes it will be better if an independent source can verify but since there is no independent source, we work with what we have.

I am still waiting for Kenya's budget implementation report, either by your government or an independent source, I don't mind.

I think it more about realistic budget. There is really no real budget. They are estimates based on projections. Projections of revenues to be collected and spent. You have overestimation of revenues and lack of absorption capacity for funds allocated...as one of the main problem in Africa.

When you have some of Nigeria states budgets rising yoy by 200% - like I think Cross State budget - then you know your governance - mostly the parliament that approves those budgets are not serious.

The budget office and budget controller - are not - as critical as building the capacity of parliament and legislator to interrogate budgets before passing or rejecting them for being wildly ambitious.

The budget controller comes after - they would load the budget into IFMIS or something like that - and make sure whatever was agreed is implemented - or at least whatever was not in the budget doesn't somehow find it's way in there.

Obviously you'd expect after few months - and as things pan out - gov will present a supplementary budget - to amend the budget.
