Just as the popular saying goes, "The Internet never forgets". At a time when we are a cross-road and when we are in between truth and fallacy, it is expedient we dig out some truth and we separate the wheat from the chaff.

The Lagos-Ibadan Railway project has been a subject among the APC and PDP loyalists. While PDP insists that the project was started, designed and awarded by the PDP government, APC seems to have another side of the story. APC insists that the project was started, executed and designed by the Buhari-led administration and this has been a tussle of discussion in the social media and in the dailies as well.

AutoReportNG has been following the Lagos-Ibadan Railway since its inception and now it has reached its 70% conclusion stage, we can say, we are at liberty to cross-check and have a say on this interesting topic.

To those in the political scene, they will remember that the minister of transportation, Mr. Rotimi Ameachi has been working tirelessly virtually on a regular basis, he will come to inspect the railway and ask the contractors how they are faring and the challenges they encounter. The APC has guided this project as its baby and so they won't want any stain to rubbish it.

A close check into this shows that the project was awarded 28th August 2012 during the former President Jonathan led administration.

We will quote some dailies that reports about this signing for a clear view.

Abuja — FEDERAL Government, yesterday, signed a Memorandum of Understanding of $ 1.5billion[b] Lagos - Ibadan rail project [/b]with Messrs CCECC Nigeria Limited.

The Federal Executive Council had on July 2012 approved Lagos - Ibadan Standard Gauge Track on double formation, covering a distance of 156.65km, totaling 313.30km double track in favour of the company, in the sum of US$1, 487, 782, 196.00, all taxes inclusive.

The Federal Government yesterday disclosed that it had signed a $1.49 billion contract with China for the construction of the Lagos-Ibadan Standard Gauge Rail Double Track.

The rail line with Double Formation under Addendum No. 2 (2nd segment) is for the modernisation of the Lagos-Kano railway project.

It also approved other contracts covering the transport, power and the Federal Capital Territory (FCT).

Briefing journalists in company of his colleagues after the Federal Executive Council (FEC) meeting in Abuja, the Minister of the Federal Capital Territory, Bala Mohammed, Trade and Investment, Olusegun Aganga, Transport, Idris Umar, Power, Bart Nnaji, and Urban and Housing Development, Ama Pepple, the Minister of Information, Labaran Maku, said council approved contracts including the implementation of Addendum No. 2 (2nd segment: Lagos-Ibadan to the main contract for the railway modernisation project (Phase 1; Lagos-Kano).

Messrs China Civil Engineering Construction Company Nig Ltd which clinched the job, is expected to complete the project in 36 months.
The variation of the scope of work for the contract for design and construction of Abuja Rail Mass Transit Project (Lots 1&3) from the initial work span of 60.67km to 45.245km (Lots 1A &3) upped the amount payable from $841,645,898.00 to $823,540,545.87 payable at the prevailing exchange rate inclusive of 5 per cent VAT and 5 per cent variation on prices.

“The contract is in favour of Messrs China Civil Engineering and Construction Corporation (CCECC), with a completion period of 36 months”, Maku said.

As part of the Federal Government commitments to transform the railway sub-sector, it has signed a contract agreement with CCECC Nigeria for the construction of the Lagos to Ibadan double track.

The Minister of Transport Senator Idris Umar hinted that the Addendum No. 2:Lagos to Ibadan Double track is a double formation to the main contact for the modernisation phase 1 project even as he recalled that on the 18th July 2012, the Federal Executive Council approved in favour of Messrs CCECC Nigeria Limited the sum of $1,487,782,196.00.

From all these articles, it can be said that the government of Pres. Jonathan initiated and signed the Lagos-Ibadan Railway Project which was meant to last for 3 years. According to the contract, the project is meant to start in 2012 and end in 2015 but due to how the government works, the APC led government inherited it and started work.

While credit must be given to both PDP and APC for this project: PDP for having the mind to think of connecting 3 states together using railway and thereby making the Lagos-Ibadan Expressway free of traffic and signing the contract with CCECC and APC led government for making sure they finish up what the PDP government started.

We hope this analysis will end the argument of whether the Lagos-Ibadan Rail Project was either APC or PDP. No matter which party started it, Nigeria comes first.

Forget long story. I watched the ground breaking ceremony by Osinbajo live on TV sometime in March 2017.
This govt started this project and paid the 15% counterpart funding. They have also paid for the trains.

But if your source is Peter Obi or Kola Ologbodinyan or Vanguard newspaper, then PDP started it and even paid for the project 100%. After all the same Vanguard carried fake headlines of $1 = 1N wey Baba no promise. cheesy
Also GEJ commissioned the 2nd Niger Bridge, however on paper. Ask them to show you the bridge and they'll show you pictures of Loko - Oweto Bridge. grin

Anyways, I and my 39 family members are going to the #NextLevel of Infrastructural development in Nigeria.

Na to start something? Finishing na d koko.... Even their secretariat wey them start, them never finish am till now.... Kudos goes only to the President Muhammadu Buhari led Federal government for having the will and strenght of purpose to see this project to this stage. PDP might have started it but it is a known fact that 3 years after signing the deal, nothing was on ground.

To come up with a policy on rail construction is not an easy task. so kudos should be given to President Jonathan for successfully initiating rail revolution with the the Chinese government after decades of ruin. You need competent hands in government to come up with good policies and programs. BVN, IPPS, ICPC, EFCC, TSA are all policies initiated by the PDP administration to curb and reduce corruption to its minimum.

Why should your report focuses on MOU rather than when the Project started. You know before 2012.. Obasanjo too sign MOU and even did flag off, but nothing was done on the project until 2017. You signed MOU and Project did not start, neither follow through on the funding. You report is one sided. You never provide a link to when the project flag off commenced. No single link...very shameful reporting

Why no link on when the project actually started in 2017. The flagged off by Osibanjo in 2017.
You said Started in your title and talking of MOUs without even mentioning when the project actually started. Is MOU actual implementation of Project?If so, Why dont you mention Obasanjo that did MOU in 2006 and did ground breaking on the project?

The major work in a project is not the ground breaking ceremonies. It takes a lot to get to the ceremonial photo-op (propaganda) stage.

Obasanjo's own contract with the Chinese was canceled by Yaradua. You people should learn to read and monitor Nigeria's development at all times.

Yaradua canceled all the major agreements Obasanjo negotiated then. Many of you even applauded him for that. It took a painstaking methodical efforts for the Jonathan's government to renegotiate the contracts.

Government is a continuum, past governments did their own parts and moved on.

If you people had not been trying to smear others with bogus claims about how your messiah is the best things to happen to Nigeria in 100 years, if he had just continued from where he met those projects and do his own bits, if you guys had not tried to demonize someone or people who put Nigeria on the road to prosperity in favour of someone is spreading poverty around and making you love it, no one would have tried to make any clarifications.

But as you can see, there's no single thing he or his government has been able to do which is not shrouded in controversy.

How is SIGNING equivalent to ACTUAL STARTING?

Haven't we seen countless times where projects or contracts are signed and they remain only on paper for generations?

President Obasanjo actually initiated the project. He signed a mou with the Chinese but Yar’adua cancelled the deal. Jonathan subsequently signed another agreement with the Chinese but refused to pay the necessary counterpart funds to enable the commencement of the project. The Buhari administration paid the counterpart funds fully and started the project.

You can call me selfish or whatever, but I recognize where my bread is being buttered, just like Nnamdi Kanu, and unlike most clueless Nigerians/Nairalanders who don't.

That project is coming up right in my axis, my domain, and with it extended to the port at Apapa -- touché!

It will go a long way to boost my businesses and other folks' within that axis too (real estate, transportation, courier, retail, wholesale, manufacturing,etc.). Throw in the re-construction of the Lagos-Ibadan express way -- wow!

I won't even talk about the safety and peace of mind of plying that route either by rail or by road.

Atiku ko, Aticou ni . . . he can go and develop his Cameroon. tongue

They came into government unprepared. Many of them sat down in Lagos and conjuring fictitious scenarios of how Nigeria would be handled better if they got to Abuja. On getting there, they suddenly realized that their wishful daydreams have no basis in reality. But being used to showmanship and brainwashing, they just have start lying and hoodwink their people everywhere. They know fully well that their Africa Magic watching audience are only interested in pictures and glamour.

But they are not aware that lies have expiry dates.

How much did the PDP government paid to the Chinese contractor? Did the Jonathan government perform any ground breaking of the railway progress?
Osinbajo conducted the groundbreaking two years ago.
Maybe, PDP only know about paying money to companies without making sure any work is done.

If you people had not been trying to smear others with bogus claims about how your messiah is the best things to happen to Nigeria in 100 years, if he had just continued from where he met those projects and do his own bits, if you guys had not tried to demonize someone or people who put Nigeria on the road to prosperity in favour of someone is spreading poverty around and making you love it, no one would have tried to make any clarifications.

But as you can see, there's no single thing he or his government has been able to do which is not shrouded in controversy.

In one breath you say Yar Adua cancelled the contracted signed by Obasanjo (even though it's the same party), and in another you said government is a continuum and it is a must that Buhari must continue with a project signed by Jonathan (even though they are in different parties). What happens if Buhari also cancelled the project?

Dullard or not, Buhari has set a very good precedence by continuing abandoned projects of past administrations . . . hopefully, this laudable example can be emulated.

Canceling and abandoning projects have been our bane to infrastructural development and progress.

Please don't destroy your young brand with the shamelessness of the PDP. Even if you are a PDP sympathizer, kindly find a new handle for that.

In 10 days Atiku will be defeated and his IPOB supporters can go back to screaming Zoooooo all the way to Jupiter.

What is worse? Buhari daughter who was "let my people go" student of Law School is in a plum job in NNPC, Osinbajo daughter is a bigtime business woman in her teens, APC politician children are CBN employees, while N-Power and BMC of N30k is best for you

As a child growing up, we were told to be very careful and mindful of those we associate with, this is simply because its impossible to find a good man in the midst of thieves. The fact that Buhari is not only wining and dining with thieves, but also shielding them, proves that Buhari is a greater thief. Like they say show me your friends and i will show you who you are.

A Vote for APC ISN'T a Vote for Buhari

A vote for APC in the coming presidential election won't be a vote for Buhari; it would be a vote for an evil, greedy, corrupt, provincial, and reactionary cabal made up of Mamman Daura, Abba Kyari, Isa Funtua and their minions who are currently perpetrating a stratospheric theft of the nation's resources in ways that would make an angel of Abacha. President Buhari is an insentient human vegetable who is barely aware of his own existence.

As much I disdain Vice President Osinbajo's predilection for barefaced lying and annoying rhetorical legerdemain, if he would truly stand in for Buhari while he tends to his irreversibly declining health, I would be comfortable. But Osinbajo is worse than a figurehead VP. The cabal habitually humiliates him to his face and denudes him of any real powers. Every time Buhari handed over power to him when he traveled to London, the Villa always became a tumultuous, feuding house.

When former DSS boss Daura instructed his men to invade the National Assembly, Osinbajo was not in on the decision, even though he was the "acting" president. When he inquired why he was not consulted, he was insulted and humiliated by members of the cabal. He fired Daura in exasperation. But the man is practically back. He nominated the current DG and is actually the man who still runs the DSS. Every decision VP Osinbajo took when Buhari was away has been reversed or vitiated upon Buhari's return. Check the records.

This would be worse in a Buhari second term when the cabal no longer needs to pretend in order to earn the goodwill of the Southwest. The dissension between the cabal and the southwest political establishment led by Tinubu and Osinbajo would reach a feverish pitch. A degenerative, vegetative Buhari would be oblivious, and the nation would burn to the ground. You need no oracular powers to know that this would happen. At that point, Tinubu's minions in the media and civil society organizations would start barking and tarring all northerners with the same brush. I am waiting for them. Save this post somewhere in case Buhari is rigged back to power.
