There is no sanction that the US will impose on Iran that can be as tough as the one they imposed on Russia during the soviet era. Yet, the Russians came out technologically superior in advance technologies. Sanctions works only on poor and developing countries.

According to present index on technologically advanced countries, Iran is still among developing countries in terms of human capital development (though Iran has a very high index among the Muslim world in term of human capital development). What I expected you to say is that Iran has the highest prospect of being a very scientifically and technologically developed nation in the nearest future, but for now, they are still learning.

On the ballistic missile development, 90% of their R & D is controlled and coordinated by the Russians. If the Russians withdraw their technical support on this field, the Iranian may not have the know-how to continue with the rocket science development.
