Also, you must have a local server running on your computer. Either wamp server or xamp is just perfect. If you are using wamp, extract the contents of the downloaded file to your www folder in your local drive. If you use xampp, upload the content of the downloaded file to your htdocs folder.

He is right, Codelgniter is cool but I will advice any aspiring developer to learn laravel, it is the fastest growing and most used PHP framework, though personally I prefer symfony even laravel was built with symfony, but I won't recommend it to a php developer with little experience as symfony is for advance PHP developer.

no after installation you don't need internet connection
