Centria UAS Kokkola offers Environmental chemistry and technology in English, the fees is 4500euros per academic year, I dunno about the scholarship percentage given though. You can check it out too, and they are one of the best if not the best schools offering the course in Finland, because majority of the chemical industries are in their region.

There is swedish institute scholarship Si, though is very difficult to get. Also, universities do give out scholarship, they will reduce your tuition up to 75%. But you will pay the rest and take care of your living expenses while you study.

I however know few schools that give scholarships to international students.
