Maybe the good ones aren't applying probably because of the pay or proximity. Besides, failure to score a minimum of 60% doesn't mean that some of them will not be good English teacher, other factors could have contributed to the low score.
Good English Language teachers abound everywhere.

You can't just conclude that due to their inability to score 60% they'd be incapable. They might have been engaged in another career field. Also, the pay is what would make the good ones run. 25k-30k for an English and literature-in-english teacher is very poor.
