*ARMY WAR COLLEGE NIGERIA HOST FACULTY CAPACITY BUILDING WORKSHOP ON PROTECTION OF CIVILIANS IN CONFLICT*

The Army War College Nigeria (AWCN) in collaboration with the Centre for Civilians in Conflict organized a 2-day workshop on the protection of civilians in conflict. The workshop was held at Army War College Nigeria premises and was facilitated by 4 outstanding resource persons from the Centre for Civilians in Conflict which include Col Tom Shepherd (rtd) from Washington DC, Mr Tunde Ojei-Country Director of CIVIC, Wg Cdr Salmanu Musa (rtd) and Dr Sarem Ugoh. The aim of the workshop was to build the capacity of members of faculty on protection of civilians in conflict and improve their capacity to impart the knowledge and understanding on participants of Army War Course.

The workshop was attended by all members of faculty, AWCN and 3 faculty members from the Air Force War College. The workshop was declared open by the Commandant Army War College Nigeria, Maj Gen C Ofoche who was represented by the Director of Studies (DOS) Brig Gen WM Dangana. In his welcome address, he admonished participants to take advantage of the workshop to improve their capacity and bridge the existing knowledge gaps on the subject of protecting civilians in conflict.

The workshop was rich in content and highly educative. It featured lectures, group discussions and exercises. The topics covered include the Strategic Value of Protecting Civilians, Understanding and Tracking Civilian Harm, Managing the Consequences of Civilian Harm: Amends, and Tactical and Operational Planning for Civilian Harm Mitigation during Operations. The facilitators emphasized on the relevance of planning with key considerations on the protection of civilians in all operations. The making of amends to correct a wrong act or harm was stressed by the facilitators which is believed would go a long way to build confidence and restore fruitful civil-military relationship in area of operations.

The crux of the workshop was the group discussions and exercises where participants were tasked to identify key considerations for protection of civilians in conflict and use these considerations as major factors for campaign planning and designs. The workshop shed more light on the difference between harm and war crime as well as international humanitarian law and international human rights law. Harm in conflict is not considered a war crime and cannot be subjected to prosecution, but if not carefully identified and managed, it can lead to frosty relationship between civilians and military in operation area which may lead to civilians shifting their support to the adversary.

The Commandant AWCN, Maj Gen C Ofoche gave the closing remarks during the closing ceremony. In his remarks, he discussed the premium placed on the value of human lives, which he noted has virtually disappeared from the thinking of most persons. He urged participants to reflect on the need to place high preview on human lives and work towards restoring that value in the society. After 2-days of intensive training and knowledge sharing, participants were presented with certificate by the team leader, Col Tom Shepherd (rtd).

BOKO HARAM: UPDATE ON OPERATION YANCIN TAFKI

Consistent with the determination of the Multinational Joint Task Force (MNJTF) to deal with the violence orchestrated by Boko Haram Terrorists in the Lake Chad Area, troops of the MNJTF in conjunction with national forces over the last few days have continued to inflict human and equipment casualties on Boko Haram.

In various offensive engagements conducted across the Areas of Responsibilities in Chad, Nigeria and Niger Republic, the following operational achievements have been recorded:

1. MNJTF troops operating around Damasak, Garunda and Gazabure localities destroyed a vehicle smuggling petrol and other logistics for Boko Haram.

2. Acting on intercepted Boko Haram communication, a coalition of MNJTF Air Forces conducted air interdictions in Madayi, Meri and Tchoukou-Bol and destroyed Boko Haram logistic equipment concealed in thickly forested areas.

3. MNJTF troops in conjunction with national forces operating in Mallam Fatori - Bosso axis discovered and neutralized 3 road side bombs planted by Boko Haram Terrorists. Also recovered were a Gun Truck and assorted ammunition abandoned by fleeing Boko Haram fighters.

4. Similarly, troops of the MNJTF and national forces operating in Doro Naira and Ngolom environs made contact with Boko Haram Terrorists and at the end of the engagement 5 terrorists were killed, 3 captured, while others fled. 2 out of the 3 captured terrorists were eventually killed when the vehicle conveying them went over a road side bomb planted by Boko Haram themselves.

5. Tired of waiting for the unrealized Boko Haram Caliphate, three (3) Boko Haram Terrorists have Surrendered to troops of MNJTF Sector 1 in Balgaram, Cameroon.

NIGERIAN ARMY FEMALE WRESTLER WINS SILVER MEDAL FOR NIGERIA AT THE 2019 AFRICAN WRESTLING CHAMPIONSHIP HELD AT HAMMAMET, TUNISIA

The 2019 African Wrestling Championship took place at Hammamet, Tunisia from 26 - 31 March 2019. The Championship had participants from many African Countries, featured male and female participation in the Cadet, Junior and Senior Categories. Nigeria presented male and female wrestlers in the Senior Category.

It would be recalled that Nigeria won the 2018 Edition of the African Wrestling Championships held at PortHacourt, Rivers State in February 2018. At the end of the female event (Senior Category) of the 2019 African Wrestling Championships, Nigeria retained the crown of female wrestling in Africa by winning 5 Gold, 2 Silver and 2 Bronze Medals.

Nigerian Army Female Wrestler, - LCpl Hannah Reuben emerged one of the medalists for Nigeria by winning a Silver Medal in the 72Kg Weight Category.

The Chief of Army Staff Lt Gen TY Buratai has since congratulated the Nigerian Army Female Wrestler on the feat achieved so far and urged her to do more in future exercises.

BRIGADIER GENERAL ZAKARI LOGUN ABUBAKAR TAKES OVER COMMAND OF 32 ARTILLERY BRIGADE NIGERIAN ARMY

Brigadier General Zakari Logun Abubakar takes over command of 32 Artillery Brigade Akure from Brigadier General James Ataguba who has recently been posted to Land Forces Simulation Centre as the Director, Training and Operations and Deputy Director General.

The outgoing commander, Brigadier General James Ataguba in his valedictory speech at the send forth organised in his honour, thanked the media organisations, government functionaries and heads of sister security agencies in Ondo and Ekiti states for their professional support throughout his tenure. He enjoined them to give the same support to the new commander, Brigadier General Zakari Logun Abubakar.

Brigadier General Abubakar is a member of 40 Regular Combatant Course and a seasoned Air Defence Artillery officer. He was a member of the Directing Staff(DS) at the National Defence College (NDC) Abuja, until his appointment as the brigade commander.

*OPERATION YANCIN TAFKI UPDATE: BOKO HARAM LOSES COMMANDER, 15 MEN AND LOGISTICS.*

In the continuing escalation of offensive operations aimed at making islands and other settlements in Lake Chad untenable for Boko Haram Terrorists, troops of the Multinational Joint Task Force (MNJTF) over the weekend embarked on clearance operation in Kerenoa and adjourning areas.

Contact was made with Boko Haram Terrorists at Andakar Camp. In the ensuing fire fight, Malloum Moussa; Boko Haram Commander, along with 15 of his men were neutralized. 5 Gun Trucks were also destroyed. A woman whose relationship with the terrorists is yet to be determined was apprehended.

Information gathered has revealed that Malloum Moussa who had one eye was a high ranking Boko Haram Commander who had jurisdiction in the entire southern islands, including Daban Masara, Kirta Wulgo and Koleram. He was notorious for imposing hefty levies on farmers, fishermen and cattle herders to fund Boko Haram terrorism and Insurgency in the locality.

RE: REPORTED FLOGGING OF SUSPECTED ARMED BANDITS IN ZAMFARA STATE

The attention of the Nigerian Air Force (NAF) has been drawn to a video and some pictures circulating on some social media and online platforms showing some military personnel flogging suspected armed bandits at Shinkafi Local Government Area (LGA) in Zamfara State. The NAF has discovered that some of its personnel were part of the joint team stationed at the Galadi Sub-Sector at the time.

The joint team had, sequel to intelligence reports, intercepted a group of suspected armed bandits, including some fighters from across the border, at their Sububu Forest hideout whilst they were on the verge of executing an attack against innocent civilians in Shinkafi. In the process, the team recovered one AK-47 rifle along with 3 loaded magazines and 3 dane guns from the bandits. In an effort to obtain further information on the criminals’ plans and the location of their armoury, the troops employed unauthorized, crude corporal methods.

The NAF wishes to state unequivocally that the troops’ actions of flogging and physically assaulting the disarmed suspects were totally unacceptable and not in consonance with the Standing Operating Procedures (SOPs) guiding the conduct of the operation. Our personnel have always been directed to respect the rights of innocent civilians as well as captured combatants, no matter the provocation.

The public is to please note that the NAF has zero tolerance for such human rights violations and has since initiated appropriate action to address the anomaly. In this regard, a Board of Inquiry (BOI) has been set up by the Headquarters Special Operations Command (HQ SOC) to determine the remote and immediate causes of the incident with a view to ensuring that appropriate disciplinary action is taken against all NAF personnel found culpable. The public will be kept informed on the outcome of the investigations.

The NAF, as an organization, wishes to state that it remains a professional fighting force that will continue to operate within the ambits of all relevant laws and procedures, as well as in line with international best practices, whilst remaining fully accountable to the Nigerian people.

NAF HOLDS 3-DAY LOAC RETREAT, PROMISES TO CONTINUE CONDUCTING OPERATIONS IN ACCORDANCE WITH INTERNATIONAL BEST PRACTICES

The Nigerian Air Force (NAF) has reassured Nigerians of its commitment to continue to conduct its operations in adherence to the Rules of Engagement (ROEs) as enshrined in the constitution of the Federal Republic of Nigeria and the International Laws of Armed Conflict (LOAC). This was revealed yesterday, 26 March 2019, by the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, during the Opening Ceremony of a 3-day 2019 Law of Armed Conflict Retreat for NAF Field Commanders and Legal Officers holding at the Air Marshal MD Umar Blue Room Headquarters NAF, Abuja. The Retreat, which has the theme “The Law, the Courts vis-a-vis the Military Commander in Counter Insurgency and Counter Terrorism Operations”, is aimed at equipping participants with requisite knowledge on current and emerging legal trends as well as issues associated with human rights in the conduct of internal security operations. It would also provide an avenue for NAF Legal Officers to meet and interact with their colleagues from within and outside the Service.

Day One of the Retreat had the Acting Chief Justice of Nigeria (CJN), Justice Ibrahim Mohammed, as the Special Guest of Honour for the Opening Ceremony and featured the presentation of 3 papers. The first paper titled “Command and Individual Responsibility in Counter Terrorism and Counter Insurgency Operations” was delivered by Professor Dakas CJ Dakas (SAN), the second paper on the topic “Human Rights in Counter Terrorism and Counter Insurgency Operations” was delivered by Mr Femi Falana (SAN) while the third on “Rules of Engagement in Counter Terrorism and Counter Insurgency Operations” was presented by Group Captain Sadeeq Shehu (retired). Other guests at the event included the representatives of the Attorney-General of the Federation (AGF) and President Nigerian Bar Association (NBA) as well as members of local and international Non-Governmental Organizations. Also present were distinguished legal practitioners and scholars such as Mr Robert Clarke (SAN) and Professor Usman Tar, amongst many other eminent personalities and senior military officers, both serving and retired.

While welcoming dignitaries to the Retreat, the CAS assured all that the actions of the Service would continue to be guided by the principles of the LOAC which form part of both domestic and international humanitarian laws that regulate the conduct of armed hostilities. Air Marshal Abubakar explained that the operations of the Service are always guided by these principles including; the justification for involvement, the use of minimum force, protection of lives and property, recording and keeping of evidence, timely intervention, domination of Area of Responsibility and cooperation. According to him, “these principles require that before the NAF is involved in any operation, it must be sanctioned by appropriate superior authority and, when deployed, it only applies the use of force when necessary in the circumstance to ensure safety of lives and property”. He added that the NAF has continued to work with the civil authorities and other security agencies to build public confidence and quicken the restoration of normalcy in conflict situations. “We do all these in conformity with applicable Rules of Engagement which are in line with international best practice”, he explained. Air Marshal Abubakar also noted that the NAF had ensured that its field/operations commanders keep records of actions taken and ensure timely intervention to prevent unnecessary loss of lives and destruction of property. He remarked that the NAF had taken proactive steps by establishing secured areas/bases to operate from in order to enable freedom of action while denying same to the enemy. The CAS further noted that the NAF, in its non-kinetic role, had carried out medical outreach programmes in 40 different locations in the country, including the North East, treating a total of 303,305 patients in the last three and a half years. He said the Service had also established Level 1 hospitals at Internally Displaced Persons (IDPs) Camps at Dalori and Bama in Borno State.

Speaking further, Air Marshal Abubakar reiterated that Legal Retreats have become recurring activities in NAF's annual Calendar of Events because of the Service’s realisation that the success of any institution depends largely on the understanding and application of the laws under which it is established. To this end, the NAF, he said, has, since 2016, organized annual legal retreats for its legal officers, fighter pilots and field commanders. According to him, this year’s edition was particularly unique because the Service had not only brought together its own legal officers and field commanders as well as academicians, the diplomatic community and the judiciary under the same roof, but also had the honour of having the Acting CJN as the Special Guest of Honour. The CAS maintained that such Retreats were very essential for the Service given the fast-changing Twenty First Century environment and NAF’s increasing involvement in quelling one form of crisis or the other. He further noted that the demand for probity and accountability for military actions or inactions was on the rise. As a result, “in line with LOAC protocols, we always ensure that our commanders respect and honour natives, their families, faith as well as customs. Our field commanders also ensure adequate coordination of movement of persons to avoid making them casualties in theatres of operation, while also protecting private property from arson, looting and theft. In addition, we ensure that commanders and troops do not partake in illegalities when deployed on operations. As a Service, we know that the violation of LOAC is a breach of both international laws and the laws of Nigeria; as such we always endeavour to operate within the confines of LOAC”, he emphasised.

In his remarks, the acting CJN expressed delight to be invited to the event and commended the CAS for introducing and consistently organizing the LOAC Retreat since assuming office. He noted that nothing was more important than acting within the ambits of the laws in whichever role one finds himself. He added that the NAF and indeed the entire Armed Forces of Nigeria (AFN), which were established to serve and be accountable to the Nigerian people, have the responsibility of adhering to their ROEs in line with the laws as well as international best practices. He noted that the AFN must accordingly continue to adhere to the LOACs during military operations. The CJN could not hide his admiration for the spread of professionals present at the event as the Retreat brought together distinguished legal luminaries from all over the Country under a single roof. He noted that this kind of encompassing Retreat would drive home the point that it is only through cross-agency collaboration that the collective objective of protecting and defending the populace within the ambits of the law could be achieved. Justice Tanko added that the military was very critical to the success of any democracy in the world noting that Nigerians were indeed appreciative of the sacrifices that the Nigerian Military was making to keep the Country united. “Our thoughts are with our Servicemen who have paid the ultimate price in this process. Their sacrifices will never be in vain”, he said. Accordingly, before departing HQ NAF, the acting CJN in company of the CAS and other dignitaries visited the NAF Memorial Arcade, mounted in honour of all aircrew who had made the supreme sacrifice in the course of duty, to pay their respects.

In his remarks, the representative of the AGF, the Deputy Director Public Prosecution, Ministry of Justice, Mr Nadi Barkun, while noting that terrorism is one of the worst armed conflicts Nigeria had encountered after the Civil War, commended the NAF for showing exceptional commitment and professionalism in the protection of Nigeria's territorial integrity. The second and third days of the 2019 NAF LOAC Retreat are to feature brainstorming sessions and interactions between NAF legal officers and the leadership of the Directorate of Legal Services.

OPERATION DIRAN MIKIYA: NAF SF REPEL ATTACK ON ZAMFARA VILLAGES, KILL INVADING ARMED BANDITS, RESCUE KIDNAP VICTIMS

A Nigerian Air Force (NAF) Special Forces (SF) Team operating in Zamfara State has successfully repelled attacks by armed bandits who attempted to invade Hayin Mahe and Hayin Kanawa Villages in Gusau Local Government Area. The operation, which took place yesterday, 31 March 2019, was conducted sequel to intelligence reports indicating that the bandits, who operate from Sububu and Kagara Forests, had attacked the villages and kidnapped some of its inhabitants. The timely response of the SF Team resulted in a gun duel with the bandits who eventually fled into the forest. Some villagers, who were kidnapped by the fleeing bandits, including 2 women and a child, were freed and handed over to the District Head of Mada Town.

In a follow-up operation, the NAF SF Team returned to the communities to prevent reprisal attacks by the criminals as well as reassure the populace of their safety. The Team, supported by a NAF Alpha Jet and attack helicopters, tracked the fleeing armed bandits to their hideouts within Sububu Forest. The Alpha Jet successfully attacked the armed bandits’ camps while the helicopters scanned the environs for fleeing elements. The local populace were seen expressing confidence by cheering at the helicopters overhead their communities.

The NAF, working in close coordination with sister Services and other security agencies, will sustain its operations to neutralize the armed bandits and deny them freedom of action in the area.

OPERATION DIRAN MIKIYA: NAF SF REPEL ATTACK ON ZAMFARA VILLAGES, KILL INVADING ARMED BANDITS, RESCUE KIDNAP VICTIMS

A Nigerian Air Force (NAF) Special Forces (SF) Team operating in Zamfara State has successfully repelled attacks by armed bandits who attempted to invade Hayin Mahe and Hayin Kanawa Villages in Gusau Local Government Area. The operation, which took place yesterday, 31 March 2019, was conducted sequel to intelligence reports indicating that the bandits, who operate from Sububu and Kagara Forests, had attacked the villages and kidnapped some of its inhabitants. The timely response of the SF Team resulted in a gun duel with the bandits who eventually fled into the forest. The gallant NAF SF personnel pursued the bandits into the forest, overpowering them and neutralizing 5 bandits, while many others were observed to have run away with various gunshot wounds. PRESS BRIEFING BY CHIEF OF ARMY STAFF LT GEN TY BURATAI (N/7630) NAM OMM (BR) psc (+) ndc (BD) FCMH FNHAM BA (Hons) MA mphil TO KICKSTART EXERCISE HARBIN KUNAMA III HELD AT HEADQUARTERS 1 BRIGADE COMPLEX GUSAU ON 1 APRIL 2019

PROTOCOL

1. I am delighted to be in your midst today for the Press Briefing preparatory to Exercise HARBIN KUNAMA III. The exercise was planned to hold from 2 – 27 Jun 19 in the Nigerian Army Forecast of Events but current threat assessment necessitated the re-scheduling of the exercise and the expansion of its mandate to cover forest areas that have served as SAFE HAVENS for bandits. As you may be aware, the menace of banditry activities has continued to persist in some parts of the North West region and along the border areas. The unwholesome and dastardly acts of these bandits have adversely affected the socio-economic activities in these areas with attendant effect on human and economic security. It has also led to deaths and maiming of innocent people with the attendant wanton destruction of properties.

2. It is on this premise that Ex HARBIN KUNAMA III is planned to mitigate the current threats to security in Katsina, Sokoto and Zamfara States. Specifically, the exercise is designed to decisively eliminate all forms of banditry activities with a view to ensuring lasting peace in the affected areas. In this regard, the exercise would complement the existing Op SHARAN DAJI security architecture emplaced in the affected states. I wish to assure the good people of Katsina, Sokoto and Zamfara States that the NA will carry out its constitutional mandate professionally and within the ambit of the law while adhering to the ROE. Additionally, the Nigerian Army will continue to support the non-kinetic efforts of the civil authority to combat criminality and banditry as well as prevent it from gaining traction and spreading to other relatively peaceful regions of the country.

3. I must also commend officers and men of the NA for their display of courage and gallantry in dealing with the myriad of security challenges confronting the nation especially the insurgency in the North East, banditry in the North West and other forms of criminality in other parts of the country in a most professional manner. I want to re-assure you that the Nigerian Army leadership will continue to provide troops with all the equipment and necessary support to combat all of these menaces within available resources. I also want to acknowledge and appreciate the support of the Nigeria Police and other security agencies for your excellent collaboration and cooperation with our troops. We are all encouraged to ensure this synergy towards leveraging our collective security efforts continue unabated.

4. I will like to appreciate the Executive Governor of Zamfara State, Alhaji Abdulaziz Yari as well as the Executive Governors of Katsina and Sokoto States, for their continued support to the NA. I want to once again thank the Government and good people of Zamfara state for being wonderful hosts in providing and supporting us with infrastructural development at the Nigerian Army Barracks in Gusau. This magnanimous gesture has ensured the seamless relocation of 1 Brigade and its affiliate units from Sokoto to Gusau. I also want to use this opportunity to appeal to the good people of Katsina, Sokoto and Zamfara states to cooperate with the NA and other security agencies by providing useful and credible information on activities of criminal elements in order to ensure focused application of our kinetic efforts to achieve our campaign objectives. Indeed, I urge you to claim ownership of this endeavor because we can never succeed in ridding your states of bandits and criminal elements without your active support. I will not end this address without expressing our immense gratitude to the President and Commander in Chief of the Armed forces, Muhammadu Buhari for his unflinching support to the NA. Indeed, Mr President’s continued support has significantly enhanced the combat effectiveness and morale of troops.

5. It is on this note that I am pleased to thank members of the press and all those who have taken time to grace this event. Be rest assured of the commitment of the Nigerian Army to sustain the existing liaison and synergy that have ensured seamless media operations over time.

INTERNAL SECURITY: NASARAWA STATE GOVERNMENT ALLOCATES 100 HECTARES OF LAND TO NIGERIAN AIR FORCE

In a bid to further boost security in Nasarawa, the State Government has allocated about 100 Hectares of land to the Nigerian Air Force (NAF) for the establishment of a Base in Lafia. This was made known today, 1 April 2019, when the Nasarawa State Governor, His Excellency Umaru Tanko Al-Makura, and other top government functionaries from the State, paid a courtesy call on the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, in his Office at Headquarters Nigerian Air Force (HQ NAF).

Speaking during the visit, Governor Al-Malkura stated that he was at HQ NAF as a follow up to the various visits made by the CAS to Nasarawa State at the time the State was beset with security challenges. He recalled how the visit by the CAS, as well as visits by heads of other security agencies, had ensured the restoration of peace and stability to Nasarawa and neighbouring States. He remarked that the NAF and the State had agreed on the need to establish bases in Nasarawa, with 3 different locations identified at the time. The Governor however advocated that, in the immediate term, a NAF Base could be established close to the new Lafia Cargo Airport, which was under construction and at about 80 per cent completion. He reasoned that siting the NAF unit close to the new Airport would enhance security and complement civil flight operations when they commence. While commending the NAF for its efforts in checkmating security challenges in the State and other restive areas in the Country, the Governor stressed that Nassarawa State would continue to provide necessary support to ensure the effective take-off of the NAF Unit for enhanced security in the area.

Responding, the CAS expressed appreciation to the Government and People of Nasarawa State for their continued support and collaboration. He informed the Governor that the NAF has continued to build capacity for more effective and efficient operations that would enhance the national security architecture by bringing security closer to the people. In this regard, he said, the Service had established Quick Response Wings (QRWs) at Agatu in Benue State and Gembu in Taraba State as well as a Combat Search and Rescue Group at Kerang in Plateau State and Quick Response Groups (QRGs) at Owerri in Imo State, Ipetu-Ijesha in Osun State and Gusau in Zamfara State. The CAS reported that the NAF had also recently established a NAF Detachment, with a helipad and other support facilities, at Birnin Gwari in Kaduna State to further boost anti-armed banditry operations in Kaduna State and environs. He emphasized that these units, working in conjunction with other security agencies, were adding value to the security of the States where they are located. “The NAF is no longer about Air Power projection alone. We have also developed capacity for force protection, which has also enhanced our internal security operations capability in order to better protect Nigeria and Nigerians” he said.

Air Marshal Abubakar expressed delight about the new Lafia Cargo Airport, stating that it would not only serve as an alternate airfield for NAF aircraft but also enhance the operations of the QRW which would soon be activated in the State. While thanking the Governor for the allocation of the land, the CAS stated he would send a Team to Nasarawa to determine the requirements for its development. He said the Team would also assess the level of progress of work at the Cargo Airport. He commended Governor Al-Makura for his efforts at ensuring security in Nasarawa State, noting that its proximity to Abuja meant that any insecurity would undoubtedly have an impact on the Federal Capital.

Among the equipments & arms that the UK had sold to the Egyptian army were the AWM L-115 bolt-action rifles which entered the service by 2014/15 with Rapid deployment forces personnel & the components of swing fire ATGM in order to be manufactured locally in Egypt.
