The man who took the video and is talking sounds American. They look to be on a road that goes to or from the Airport, so maybe they had a problem with their auto and the police helped them. Location does not look exotic, but trees have leaves on them so it is somewhere in the South of the USA, as the North, Mid West the trees do not have leaves yet. The women could be E. European or Russian.
