Ashley Young, Chris Smalling and Phil Jones renewing their contracts is something I can only think of as English favoritism. I don't mind Chris Smalling as reserve but I believe the club should be actively seeking buyers for them all and maybe make something back. I also don't mind Eric Bailly for another season, he may have just had second season syndrome but we'll see. Matteo Damian seem gone as well.

Antonio Valencia is gone already, no problems at all. Marcos Rojo should certainly join that group, he spends far more time out on the sickbay he's just stealing now.
While the club can try to sign two more CB, the likes of Axel Tuanzebe and Tim Fosu-Mensah should return to the squad roles.
Estimate price - £100m expenditure+income on sales can cover this area.

In midfield, Nemanja Matic should certainly pack up. He's a good player and a very approachable friendly man ( yes I know) but heavens he's getting slower on the ball than a geriatric tortoise. Juan Mata has also done his bits, he has our sincere gratitude. The club should make something from his sale while they can. I don't mind Fred trying another year but I'd say if a good offer comes in, please sell . A minimum of two first team players need to come into this department, there's enough cover for reserves already, here's assuming they don't begin to ask for unreasonable salary hike.
Estimate price - £130m+potential sales should cover this department too.

In attack, I don't really see a need except the right wing of course. As per reports, this Sancho guy has been flying around... well let's hope it's a good return.
I also think the club should bring back one of Wilfred Zaha or Memphis Depay or both, Anthony and Marcus are easily inconsistent and it's due to no competition for places.

A right back I will suggest Wan Bissaka
A central defender I will suggest Varane or Umtiti
A central midfielder- This Rodri guy from Atletico might not be a bad shout, personally, I won't buy Kroos, the guy don chop beleful, win enough and is looking for a maga to give him his hefty last contract
A right winger - No idea but Sancho is too young for that responsibility.
A striker- And this one I will say pay 200M for Harry Kane. He is young English knows the league and a scorer

Sell all those squad fillers like Darmian Rojo, etc.

Harry Kane? that's like £300m already gone. I don't think so except there is plan for Big Rom to move towards Juventus or something. Big Rom can as well become a permanent RW and plans for that position get shelved.
This wan Bisaka is relatively new music, I haven't really seen much but I can't say the position is priority.
In contrast, de Ligt and Umtiti will be a giant step forward. For Varane, I really don't see Man United doing business with Real Madrid for a very long time.
For midfield, I don't care for a known name. They can get two players with commitment and adequate talent to displace the current midfielders. As long as the team can create chances, the guys in front will always score.

I just dont think Lukaku is that striker to be a franchise striker for you guys. His poor first touch is always a worry
Kane is English, Has a lot of goals in him and secures your future for the next few years.
Kane is not a gamble, he is almost guaranteed to deliver goals.

Right Back, your current options there are Young and Valencia both mid 30s. I think Bissaka has it in him to play at a higher level

Deligt is young, he is just 19 and pairing him with Lindelof who also needs guidance might be a risk but Varane and Umtiti though young, they have experience of winning CLs and world cup

You need to find a replacement for Matic who is ready to play at a high level

Man Utd needs to challenge next season, You cannot afford to miss it again because time is counting and it doesnt look like Klopp and Pep will relent anytime soon
