The problem with making a non technocrat the minister of power in Nigeria is that he will be saddled with technical responsibility as well as policy making.... And he's going to struggle with the former esp as our power sector is experiencing its most challenging period.... If fashola is to continue as minister of power, then we need to appoint an independent technical lead to head the technical department..... 1 Like |

This is an assumption Just like saying its good to be good We had soldiers and others in the past who did very well The underlying assumption is the problem is technical It is not. For years NEPA was pubic enterprise it should have been privatized a long time ago bt the so called technocrats advised against it GMs at NEPA almost always retired as millionaires with fleets of cars after stealing NEPA property blind Transformers were stolen with impunity Now we have privatized There is the issue of NIGERIAN culture those are not technocrat issues. Appointments made on Nepotistic grounds I hate to prasse him but Buhari was competent as petroleum minister and things worked . He had no tecnnical knowledge. So this idea that there is a REQUIREMENT for technical knowledge Why don't we on the same basis disqualify Civilians from becoming Commander in Chief of the Armed forces because the idea is dogma not logic Just a point of interest the first Nigerian CEO of MTN was A LAWYER was he saddled with technical issue? It is a funny fact how Nigerian shun evidence when it disagrees with their emotionally held beliefs The reality is in business and in government lawyers are most likely to rise to the top even in very technical sectors Go through the Top blue chip companies they are always there same in government Bill Clinton, his Wife , Obama Tony Blair his wife I could go on for ever Selegine Royal former Energy Minister in France this is not a coincidence. aribisala0: U mixing administrative roles with technical roles.... They are different.... Ministers are meant to be administrators not technocrats.... CEOs do not necessarily need to be technocrats because their role is mainly managerial n administrative.... The technical aspects is handled by the technical dept. and the head will definitely be a technocrat.... Now to nigeria.... The minister of finance shouldn't necessary be a technocrat but strategic parastatal heads in the ministry should be led by thorough-bred n sound technocrats e.g cbn governor, auditor general, accountant general, NDIC, security n exchange commisions etc U can't appoint a medical doctor as cbn governor, that's recipe for monetary policy disaster.... The minister of defence can be a cobbler for all I care, but the service chiefs must be men of military ranks with wealth of experience in their respective field... The aviation minister might not even know what an airport looks like, but u can't afford a novice to head nigeria civil aviation authority, accident n investigation bureau, FAN... These strategic parastatals drive policy implementation n putting a novice in charge will seriously mess things up.... Civil servants in the ministry/parastatal will either destroy him or mess him up.... One thing to note is unlike China n other developed countries, career progression in federal civil service is promotion driven not merit... Thus, nigerian civil servants cannot be called true technocrats and that's why they cannot be trusted to implement political n technical decisions without adequate supervision.... Their passion is material driven, not result driven..... They know they cannot be dismissed for implementation failure and will still be promoted anyway.... It's different abroad where civil service progression is mostly result driven..... The minister of health in UK doesn't run the NHS.... He's not even a member of the non executive board.... The NHS is run by consultants from differnt health related fields with wealth of experience in both clinical and admistrative practice..... That goes to show how independent institutions work in developed countries..... But even at that, non technocrat heads of institution come under scrutiny at critical periods... For example, the director of FEMA during hurricane Katrina, Michael Brown was sacked after being accused of incompetence and his ability to head emergency and rescue agency was questioned due to his law background.... Fashola is directly involved in technical decisions as regards power... That is wrong and it's obvious they scaming him... That was how they scammed bola Ige n obasanjo by collecting huge amount of money for IPP, yet not one single digit of unit was added to the national grid.... That is why he has civil servants A minister is a political role that exercises EXECUTIVE POLITICAL power on BEHALF of the President Those two things must not be forgotten Executive Political power On behalf of the President It is just as ridiculou to say the COMMANDER IN CHIEF OF THE ARMED FORCES IS A TECHNICAL role or and administrative role whatever that means It is an Executive role. not technical and I do not know what administrative means if if is not Executive The NHS is NOT run by consultants that iis nonsense It is run by executives who very rarely are doctors , very very rarely. Same applies to the doctor minister for Labour. We made massive strides in GEJs regime in Power because he only chose ministers who are technocrats n are presently practicing in whichever fields they are called for. Agriculture minister read Africa Econs. Power minister was a professor of mech engineering. And many more. The Nigerian power sector is a dead sector and can never be bright back to life by a doctor, lawyer, illiterate or Accountant. |

Merger and acquisition are non-technical aspect of business.... Dangote wants to sell his flour business, he doesn't need to know how wheat turns to flour to make that decision... He's building a refinery, he has no business with how crude oil turns to gasoline or diesel to be the CEO... But he's definitely going to appoint an expert-experienced engineer to ensure final products from his refinery are satisfactory and up to global standard.... The above role is what fashola is performing in ministry of power.... A role he has no business with.... A CEO will only make technical decision on behalf of the company if he's got the technical background to do so.... For example, sundar pichai can make technical decision for Google as the CEO, because he's a software engineer.... Pls just google definition of EXECUTIVE if u not familiar with the word.... Head of state as commander in chief is an assumed role to ensure civilian authority over the military in order to prevent state within a state....
