According to the mandate given to NNPC part of their responsibilities is payment of petroleum Importers so as to reduce landing cost and pump price, another responsinility it has is the collection of oil royalties from IOC and local partners. The Balance of its net expenses minus its Revenue collected for federal goverment is then sent to CBN so there for NNPC requires no approval in performing its responsibilities as long as the Petroleum minister Affirms the decission

The money can be gotten from NNPC or security votes, don't forget barely 3mths after Buhari's inauguration in 2015 he ordered release of N25b for oil exploration in the North without approval from the national assembly
