Generally if a roof is not maintained, (I mean preventive maintainance )over a particular period of time it would leak.Regardless of whether its a flat roof or not.
mode of construction, Quality and type of material used, would determine how long a roof would last.

Factors like its design, slope, drainage and mode of construction have to be looked into.

If its well designed & constructed, a flat roof would last long.

Dulux and other established brands have good quality of international standard quite right, other factor is the overhead cost of the big organization.
I try to match such high standard and invest in research and correspondence with knowledgeable people in science community to upgrade my knowledge.
There is the satin that is semi gloss but it would be noticed that most foreign brands label it silk which is basically a more concentrated form of satin with higher solid content. Although some local brands and painters use them interchangeably.
If you want what the brand you mentioned calls emulsion, it would be what I term matte emulsion in quality and what some local brands call satin. Even at that there is still the huge gap in cost due to the higher overhead cost I stated earlier.
That's why I take time to diffentiate and explain the difference in cost of satin and silk due to the content.
I can supply you paint and you may not need to patronize the top reputable brands to get similar quality for far less.

4" frame is good, the cost is lesser but the finishing look is not as that as superb as that of your block size 7" or 9".which looks more beautiful after finishing

In some area here in lagos 4" frame is btw 1500-2000 per frame, while 7 or 9" is btw 6000 -7500 per frame

Run 6 columns of size 225×150mm. Let the stirrup spacing on your columns be 150mm.
Run an external beam, centre beam on the deck when you mat.
Use a mix of 1:2:2.
Reduce the tank size to 1500 litres.
