You may just as well have claimed in 2013 that a state like Ogun was not viable based on the returns it declared in IGR collection, when it actual fact it was just a case of the state gov't yet to implement its strategies for increased IGR receipts! If you had declared Ogun unviable based on its IGR receipts for say 2012, today you'd be laughed out of your economics class based on what the state returns presently!
