Beyond Dangote, Nigeria pushes for energy dominance

From new liquefied natural gas (LNG) projects to expanding export markets, there is a great deal to play for.

And it is not just the Dangote refinery project that gives Nigerian energy sector executives a spring in their step.

Nigeria is making plans to upgrade its outdated infrastructure in the oil and gas sector, and spread its reach beyond West Africa. In the short to medium term, that means focusing on its gas pipelines; Nigeria has the largest gas reserves on the continent but barely has support infrastructure to use and export much of it.

The 614km Ajaokuta-Kaduna-Kano gas pipeline system could change that. It is being built by the Nigerian National Petroleum Corporation (NNPC) to take advantage of Nigeria’s abundant gas resources and, as the NNPC says, to enable gas connectivity between the west and north. Now it is contemplating stretching the pipeline as far as Algeria.
The NNPC is also planning to extend the West African Gas Pipeline to Morocco and has completed the feasibility study for the 5,660km line, which could supply 15 countries in its path, when operational.
The final investment decision for the seventh train at Nigeria LNG (NLNG) should be taken by the end of the year, with local content provisions recently signed off.
Less advanced: Brass Liquefied Natural Gas Plant, an idea mooted since the early 2000s. Along with OK LNG, it is struggling to reach financial close.

They should not wait too long to move. Even though prices are high today, Anadarko is pushing ahead with big LNG projects in Mozambique, while the US has invested hugely in LNG export capacity.
Oil promise

There is also hope for crude oil too, with investment from government and the private sector.

Nigeria’s four current refineries all belong to the NNPC and are underperforming relics from the 1960s and 1970s. Their combined installed capacity is 445,000bpd, but they can only refine a fraction of that for now. In 2017, they all worked at a combined 8.67% capacity. The government plans to fix them in 2020 and possibly expand total capacity to 1m bpd.
In the Niger Delta, another refinery – Azikel Group’s 12,000bpd unit in Obunagh Gbarain community of Bayelsa State – is under construction.
And, of course, Africa’s richest man – Aliko Dangote – is far along with his plans. If things go on schedule, the 650,000bpd refinery should go onstream sometime between 2020 and 2022. Located on the outskirts of Lagos, it will be fed with crude from the Niger Delta by two undersea pipelines.
The bottom line: For years, private-sector investment in refinery assets has been limited to small-scale plants scattered across the Delta, just like Azikel. Illegal refineries also exist, hidden in creeks within the Delta, keeping most of the (ex) militants busy while security agencies look the other way.

For the new refineries to become viable, a security and political settlement must surely be in the pipeline.

Nigeria: While N41bn Akwa Ibom 'World Class' Hospital Rots, Udom Partners German Govt to Open Medical Varsity

With the sprawling N41 billion 'world class' Akwa Ibom Specialist hospital still abandoned, the Akwa Ibom State government is again teaming up with private investors and German authorities to set another medical facility it boasts would become another "centre of excellence".
The existing specialist hospital initiated and constructed by the Godswill Akpabio administration was completed and commissioned with fanfare a few days before his exit from office on May 2015.
At the commissioning ceremony, Mr Akpabio had boasted that the multi-billion facility was better equipped and of higher status than university teaching hospitals in Nigeria.
At the occasion, the governor said the facility designed to attract medical tourism to state, was fitted with ultra-modern medical equipment, including, 164-slides CT-scanners, digital mammography machines, and devices to perform endoscopy surgery, highly sophisticated intensive care units and medical gas plants, with fully automated laboratories.
However, barely 24 months after it was opened, the successor administration of Udom Emmanuel ordered the medical facility shut down in September 2017 after a disagreement with its private managers.
Today, the hospital is not only a ghost town, but a tottering giant on life support.
This did not deter the state government from partnering for a separate medical institution
On Friday, the foundation stone of the ultra-modern Thompson & Grace Medical University was laid in Afaha Obong located in the outskirts of Uyo, the state capital.
A private investor and Managing Director/CEO of Thompson & Grace Investment Limited, Isaac Amos, said he was collaborating with the state government and some of the world's international medical and research institutions to establish the institution.
It is not yet clear what other role the state government is playing in the partnership, beyond providing the land where the facility would be located.
But, the state governor, who confirmed the partnership, said at the foundation stone laying ceremony that his administration is confident its partnership with the private investors and the German authorities to execute the institution would impact Akwa Ibom in particular and Nigeria at large.
The governor, who was represented by his deputy, Moses Ekpo, said at a time Nigeria was in dire need of qualified medical personal for its hospitals, the new university would be of immense benefit, not only to Akwa Ibom, but Nigeria as a whole.
The governor expressed delight with the strategic objective set out by the university, saying there was every reason to believe it would become a centre of excellence.
He said the facility would further fast-track the process of technology transfer in the vital area of quality healthcare service delivery in the country.
Mr Emmanuel said the project of this magnitude comes with a lot of value addition and multiplier effect, especially in the area of job creation.
"As from projected statistics, I am told when fully operational, this medical facility has the capacity to accommodate up to 35,000 workers (direct and indirect) in what appears one of the biggest foreign direct investment drives in this part of the world," the governor said.
He did not say if the abandoned hospital would play any role, or be re-activated as part of the planned medical university.
He, however, assured the management team of the T&G Medical University and its promoters that the state government fully identified with the project and would continue to provide whatever support was required to create the environment for its success.
In his welcome statement, Managing Director/CEO of Thompson & Grace Investment Limited, Isaac Amos, said the initiative was driven by "three critical and closely-related needs in healthcare and medical education in Nigeria".
Mr Amos, who is also the principal promoter of the TGMU, listed the needs to include: "need for qualified healthcare professionals in Nigeria; the need for world-class medical university capable of innovative research and development (R&grin) in Nigeria and Africa, and the need for affordable and accessible healthcare services in Nigeria."
He said these needs inspired his organisation to seek collaboration with some international medical and research institutions across the world to establish the institution.
The collaborating institutions, he said, include, USTAWI Research Institute, USA; HKS Inc., USA; Center for Health Systems & Design, Texas A&M University USA, Carlson School of Management, University of Minnesota, USA, and University Medical Center of Hamburg Eppendorf (UKE), Germany.
Others include, UKE Consult Und Management GmbH, Germany, Hellmann Worldwide Healthcare Logistics GmbH, Germany, among others.
The proprietor said he had researched, planned, designed and created a healthcare model of a "medical city" where people can "Work, Live, Learn, Heal and Play".
The German Ambassador to Nigeria, Bernhard Schlagheck, performed the foundation laying ceremony.
He led another German medical expert, and Executive Dean of the Medical Faculty of University Medical Center Eppendorf (UKE), Germany, Uwe Koch-Gromus, to the event.
The foundation stones laid were those of the TGMC Senate and General Administration Buildings, as well as the Community Primary Healthcare Hospital of the university.
The ambassador was represented by Head of Corporation at the German Embassy, Christopher Wenzel.
He expressed the concern of the people and government of Germany over the poor health service delivery system in Nigeria, assuring his government was willing to support the project to help improve the health standard of the people.
The envoy called on governments and institutions in Nigeria and abroad to support the initiative to help create the environment for quality medical services in the country.
Meanwhile, Mr Koch-Gromus said TGMC would lead the medical research and leverage on the experience of the University of Hamburg (UKE) to develop quality curriculum for medical students in Nigeria and Africa.
"TGMC is a good strategic partner that my institution needs in the area of medical research which is lacking in most institutions in Africa," he said.
On July 31, 2017, a Memorandum of Understanding was signed between Thompson & Grace Investment Limited, Lagos, and the University Medical Centre Eppendorf (UKE), Germany, at the German Embassy in Abuja.
Under the MoU, operations are expected to commence in the next two years

Rivers Says to Actively Support NLNG’s Train 7 Project

Rivers State Governor, Nyesom Ezenwo Wike has declared that the State Government will support the Train 7 project of the Nigerian Liquefied Natural Gas (NLNG) Limited because of its potential to create about 15000 jobs and enhance the economy of the state.
Governor Wike said that Rivers people are happy that the Train 7 of the NLNG will soon come on stream, because it is key to the growth of the state.
He spoke at the Government House Port Harcourt on Wednesday during a Courtesy Visit by the Management of the NLNG.


He said: “The Train 7 is very key to the development of Rivers State. We are glad that it will soon take off. I am happy with the quantum of jobs that the train 7 will create in the State.

“However, these jobs should not be cleaners and unskilled workers. I want the NLNG to ensure that qualified Rivers people are employed when the Train 7 comes on stream “.
The Governor stated that the Government and people of Rivers State will support the successful take off of the Train 7.
He commended the management of the NLNG for initiating the Community Health Insurance Scheme for Bonny Island, saying that the State Government will partner with the company to achieve the objectives of the programme.
On the project initiated by the NLNG to supply cooking gas directly to Rivers State, instead of passing through Lagos, Governor Wike assured that the State Government will dredge the Iwofe waterway for that purpose.
“I will only support companies that mean well for the people of Rivers State. My business is to do good for our people, so that their lives can improve.
“Other companies should emulate what NLNG is doing in Rivers State. On behalf of the people of Rivers State, I commend the NLNG “, he said.
Governor Wike also commended the NLNG for establishing their headquarters in Rivers State and also working to eradicate malaria.
Earlier, the Managing Director of NLNG, Tony Attah prayed that the second term of Governor Wike will be more rewarding for the people of Rivers State. He thanked Governor Wike for his contribution to the development of NLNG Limited.
He stated that the NLNG is set to kick off the Train 7 of the company, where the company is expected to spend between $6 billion and $7 billion USD by way of investment.
“The employment side of the Train 7 is that it will create about 10 to 15 thousand jobs for the people of the state. It will build the skills and capacity of the people.
“The final investment decision will be taken in October “.
Attah informed that the NLNG has worked out the modalities to ensure that cooking gas is delivered to Rivers State , instead of being routed through Lagos. He appealed to the Rivers State Governor to assist in realising the project by dredging the Iwofe waterway.
He commended Governor Wike for promoting security in the state, which has created the right environment for investment.
“I must commend your efforts in keeping the state safe. We thank you for supporting and building security, which has given us the confidence to invest in the state. The Train 7 is a game changer “, he said.
He briefed Governor Wike on the investments in community health insurance scheme, power supply to Bonny and the eradication of Malaria in Bonny.
