Because Islam is an iron hand patriarchal religion with established gender roles, and will go to any extent to defend it. It's not like Judaism where you're left to own will, to do what is right. Islam is conservative in outlook, and not liberal.

Furthermore, most Islamic countries are like this, with less promiscuous women.
