It’s because of some weak poles.. when there’s heavy rain some of these poles might fall and cause disasters. But after a period of time and no one complain about fallen pole, SNAP... they turn it back on... that’s when we shout UP NEPA

The light outage during the rain fall is activated by a device called Auto-reclosure, it has the capability to Sense a very high voltage from the lighting during the rain fall, once the voltage is too high for a device called the lighting Arrester to handle, it activate an open circuit for light to go off and closes back automatically when the coast is clear.

Thunder is the main reason light goes off during rain. Observe how when it rains without thunder, power does not go off.
