It clearly say 4% why are you say 3.9%. The world bank say 5.4% and AfDB 6.6%. Why dont you believe AfDB or WB rather than IMF.

The money you are using in all your projects are either grants or donations. SGR is being done using loan from Turkey, AfDB, Standard Chartered Bank and now you are eying China to fund the remaining part for you.

It is because our currency has not been stable. It is so different when you grow by 7% with exchange rate of 1Usd ~1200Tsh and 10 years later 1usd~2200TSh. We were importing too much needless things which can be manufactured here.
