Of course you can still apply for masters in Germany. the categories was created by the embassy just to know how to assign visa based on priority, I guess. As for converting your cgpa, ask Google.

Personally I would advise you source funds and get the certificates. Tho I have seen cases of people that used result print out.. And since you would be using two results means you would get two result checker cards

Pls this guy was trying to give an instance becuase i know of someone that the school does the same thing, if you apply for your transcript from the school, which ever place you want it sent to, an inscription will be made on all the pages of the transcript for the place in question
For instance, you want your transcript to be sent to maybe SHELL to enable you get it from the person you know there, it will be inscribed with FOR SHELL ONLY on all the pages of the transcript, if you want it sent to maybe UNN becos you have someone there to enable you pick it up, it will be inscribed for UNIVERSITY OF NIGERIA NSUKKA ONLY on all the pages of the transcript, how do such an individual handle such case pls.. I think this was what he actually meant, he only used the German Embassy as an example not necessarily sending it there... Thanks
