Both are good but for Nigeria Global ROM. And there is no valid global ROM for the CC9 because no Global version is announced.

If you are going for the CC9 it is advisable to get the sealed one with Chinese ROM.

Also I noticed the CC9 and it's sibling lacks alot of 4G bands we use down here

Global version is no available yet but I saw global rom. I don't know what u mean by "no valid global rom" pls do we have different global rom ?
I would have gone for mi 9t but I don't really like pop up camera and mi cc9 is another phone I know close to mi 9t specs and good price

Global Version is built for the international market taking what is available in Global markets like more 4G bands. Default installation of Google Apps.
