They make profit but China economy benefit the most. The same with Kenya ingenious private led investment in energy sector. We are also trying to do the same in roads and rail. We have road annuity program where contractor uses their money and get paid slowly for the duration of the road...so they have to build nice roads and maintain them.

We are also doing the same on affordable housing - with investment of 24B dollars pledge. All the gov will do is provide the land and horizontal infrastructures...and guranteed that houss will be bought thro housing levy...and investors are bring their money. we are investing zero...because gov already owns the land and would build the roads anyway.

Natural resources even of nigeria or congo scale is nothing compared to human capital aka brain. See how whites and asians have turned their mostly barren land into heaven on earth.
