I said power rationing happens because of different factors like faulty transmission. In case of SA, they did in this year due to faulty transmission lines which were affected by cyclone idai in Mozambique, so they couldn't import enough power from Mozambique.

When did last time Tanzania faced drought? You are saying Tanzania is in load shedding so show us in this year 2019 any news or time of power outage per month or day.
