Yes she can. The question is whether she has any work experience within the last ten years.

She can conveniently claim her three years from the facts you provided .

-Secondly, there is a place for witness signature, who signs, can anybody sign.

Hello, PEBC will send the evaluation letter to the address you put on the ECA form you submitted to PEBC.
The witness part is signed by the Lawyer who notarized your documents.

I’m in a similar situation. However in my case I have the response from HR in writing i.e email stating that they do not include salaries on their reference letter, so I’ve been advices to print that response out and attach it with the reference letter alongside my salary statement. I hope it suffices

Check all sections of your profile to ensure you completed them. I think there's this "completeness check" button which you can use.

If all sections are confirmed complete, then proceed to the last section (should be the Signature/Declaration page or something) and click the Transmit button.

Log out and re-login and check if it shows "Submitted". Also check your new CRS score.
