You borrow, use it for a revenue generation project (not pay salaries), when it's above the limit, you rebase. Rinse and you repeat. And worse still, despite bieng the largest oil producer in Africa, The likes of Chevron, Shell,BP export all the crude oil then Nigeria has to import refined oil, They have one of the worst refined oil scarcity in Africa, And since they don't have enough electricity, The generators too end up running out of fuel its a perfect storm..
