MINISTERS REPORTING TO ABBA KYARI.

I have read several comments on the above subject matter. I am amazed at the level of passion this pronouncement has generated. The internet is a great thing. But while it brings news from every and all quarters,it also exposes ignorance from all nooks and crannies of the society. The capacity to issue statements and posts on the internet in copious volumes help create the impression that those who write or criticise on the internet also have understanding. Yet, to be literate is not the same as being knowledgeable.

Ministers are constitutional aides of Mr President in their respective ministries. Whereas the Chief of staff is a trusted personal aide of the President and the supreme head of the administration in the Presidency.

His responsibilities include hour by hour and day to day administration of the villa and every detail of the programmes of the President. This sacred job is done exclusively by the COS or any one designated to do it on his behalf.

The office of the President is the highest office in the country and it must have strict even though elastic schedules to accommodate emergencies.

It will easily be understood that for the integrity of the schedules of Mr President , which may include diplomatic, foreign missions, organisations, institutions, bilateral talks,visitations by other heads of states, conferences and other special events, very important domestic affairs, it therfore becomes imperative that only the office of the chief of staff is designated to handle all presidential appointments to avoid confusion and shoddiness at the highest office in the land.

Any minister who is desirous of seeing the President must of necessity pass through the only official channel which supretends over schedules and appointments of Mr President.

A minister who does not know the scheduled programmes of the President for the day cannot just impose his presence on the office of the president to disrupt the plans and protocols for the day or unnecessarily divert the attention of Mr President and cause him to delay other previously planned schedules with similarly important dignitaries. Personally I have witnessed this shameful embarrassments in the past just because we failed to go by laid down procedures. This is often too common with us politicians who considers the President as a colleague or personal friend or associate of long standing, with whom there should not be any bureaucratic barriers even in spite of his new exalted office as the head of state.

However, for the Presidency to run efficiently with a dignified administrative regime, a stratified arrangement of protocol need to be put in place and applied to those who need to see the president officially.

May be the President needed not to have announced it publicly. A simple memo from the office of the chief of staff , written clearly as a directive from Mr President would have sufficed.

I have served in the Presidency twice and I hold the above views sacrosanct.

I remember listening to someone (I think it was Leon Panetta) explain how he ensured that the president was able to rest.

He explained that officials always needed and wanted the president's attention and that the president always wanted to get things done, but he also knew that it would be a great problem if the president broke down or suffered from exhaustion.

Leon Panetta was Bill Clinton's chief of staff.

Basically, one of the most important duties of the chief of staff is to manage the president's diary. We adapted this system from the US in 1999.



I watched another White House chief of staff, Andrew Card (who was chief of staff to George W Bush) explain what happened on 9/11.


President Bush was reading to elementary school pupils at the time that the 9/11 attacks occurred. Mr Card said that he was informed about the attacks and it was his duty to inform President Bush.

So (and you can see this on the TV footage), he went up to President Bush, whispered to him and told him about the attacks and then immediately moved away from him.

He said that he did this so that the president would have a moment to reflect. He believed that the president could have rushed to issue problematic instructions if he had stayed near him after telling him about the attacks, so he moved away and ensured that nobody was near the president, so that he would have a moment to reflect.


Everybody knows the duties of the president's chief of staff and I believe that President Buhari only stated them for the benefit of new ministers.


According to Wikipedia, the duties of the White House chief of staff are:

⚫Select key White House staff and supervise them;

⚫Structure the White House staff system;

⚫Control the flow of people into the Oval Office;

⚫Manage the flow of information;

⚫Protect the interests of the president;

⚫Negotiate with Congress, other members of the executive branch, and extra-governmental political groups to implement the president's agenda;

and

⚫Advise the president on various issues, including telling the president what they do not want to hear.

Truly, there's a big difference between a person who is knowledgeable and a person who is literate. Just like the ability to read and write doesn't necessarily make one intelligent.

They are hiding under the mothers' beds in their Biafran Republic of Drugs and Crime. You know that FBI is already in Nigeria working with Interpol and EFCC to arrest the those of them that ran to Nigeria after their fraud in US. They also expect the Ministers to be reporting to the wife of the President the same way the Ministers were reporting to imPatience Jonathan during Goatluck's regime of looting and stealing.

Pres. Buhari's statement clearly stated that the directive was to SPEED UP things. A properly done appointment scheduling ensures every minister, adviser and assistant will have equal chance of one-on-one interaction with the president depending how urgent or important the issue at hand is. No strolling in just to greet baba. No, not anymore. Do the work or you will do the walk. #Next level things.

I have known Doyin Okupe for a long time now. Seen him in close personal meetings and i can tell you with confidence that he is one man who is unstable as water. A great orator, energetic and mesmerizing with his deep voice and exhilarating esteem but with that comes a soul full of mischief, lacking loyalty.

well chief of staff is an executive secetary meaning without buhari using his mouth to state the obvious, intelligence require a smart minister to channell all comuinication through the COS, but since its "Fulanin" buhari and his "kanuri" COS both from north we must find a reason to wail

The president needn't have openly stated that every one knows that there is an office in charge of the president schedule but tuexway buhari put it was what caused all this

I have often stated that buhari needs training on addressing public but I guess he feels he is the commander in chief .any time he open his mouth to speak hu must cause confusion ,pains and or anger

What Mr. Doyin has stated is the norm in official circles but too much 'paddy paddy' in the Nigerian scenario has watered down official protocols. John Barnes and Henry Kissinger's literature are instructive in this regard.

People only complained because of known complacency of the president.
He doesn't seems to know what's going on around him and doesn't seem to read or watch the news.

This 80 Nigerian issue is an example. It is an international disgrace and one would have expected a statement from presidency, but NO. They just pretend not to see it and their social media managers will go online fueling the controversy.

I just have a feeling Buhari is incapable due to old age.

Aptly put. Any minister or official who wants a meeting with the President should schedule it through the CoS. Anyone who feels too important to do that have no business being a Minister in the first place.

The problem with Nigeria and Nigerians is that we tend to copy everything we see overseas without asking for the owners manual.

If you have an Aso Rock Chief of Staff, why then do you need the SFG? Those two position, properly defined, are the same thing. In the United States, where Nigeria sheepishly copied the whole Chief of Staff to the Presidency thing, you don't have any position defined as the Secretary to the Federal Government. You do have a Staff Secretary, but that's not the same thing. The Staff Secretary actually works directly for the White House Chief of Staff.

Bottom line, Nigeria should learn to be original and quit sheepishly copying other people!
