This is capillary action of ground water on the building. The ground is dry but when it rains, the ground becomes soaked and the water moves upward through the building.
Best solution is to do concrete floor so that drains away from the building.

Yeah, the cements used at times will determine the durability.

Quite obvious from the attached pictures, DPM and DPC was omitted during construction process, resulting to movement of moisture (dampness). Meanwhile using of bad plaster sand (with salt content), poor workmanship in mortar joints, vegetations e.t.c. can also result to similar defects.

In solution, I advise you employ one or combinations of the below listed techniques.

1. Insert a new DPM or DPC; it's technical in approach and will cost you quite much but it's a lasting solution.

2. a. Hack off existing plaster from wall (within the affected level) and expose through about a course layer below the external ground level.

b. Apply about 3 layers of bituminous paints and cement wash at intervals

c. Plaster the affected wall with water resistant admixtures.

3. As mentioned earlier by gbadexy, carry out concrete flooring around the perimeter of the building.

You are right about the plastering sand. People complain about Abuja sand, even those that did DPM experience the same challenge.The house is in outskirt of Abuja.

The problem we have in Nigeria is people planning to do what they can't afford, a simple five-bedroom bungalow with moderate finish can even be done with 18m, but extending that to a duplex may be problematic.

To be candid with you most professionals here don’t exaggerate cost of building bcs it’s there profession,they talk from experience likewise some home owners that have passed through such before will let you know the truth about building.

It’s has happens to me before a client called me here for a construction of a duplex at Lekki area, but unfortunately we can’t reach agreement.
It happened that I met a builder around the site and we exchange contact,late this builder called me and I narrated the issue to him that we can’t reach an agreement base on the cost.

Could you believe what he said, he said that I should have asked them to pay me only supervision / professional charges only. Then he know that they will buy materials tired by spending more than what I charged them for the whole job before so if they can’t finished it then it will be an abandon structure. Haaa I said I can’t do that ooo.

So what I’m trying to say here is that some builder, engr, etc will under quote a project in others to get the job from you when it reaches certain stages the money will finish story will enter or they will reduces the quality of the job, that is why you see abandon structures and collapsed building everywhere today.

The op asked of good and moderate 5bedrooms duplex which i termed as GOOD and STANDARD structure/ moderate finishings.

To be candid with you 20million is a lot of money but it can’t give you this, but you are almost there with that 20m. Don’t let’s over-flog the matter.

A. Carcass
1. Foundation
2. Structural frames (columns, beams, slab and concrete fascia)
3. Partitions walls
4. Roofing
5. Conduit electrical and plumbing pipes

B.finishing
1. Windows
2.doors
3. Pop
4. Burglary
5. Plumbing fittings
6.wiring and electrical fittings
7.tiling
8. Water distribution system and plumbing fittings
9. Ac and other mechanical fittings
10.painting
11 handrails
12. Telecom and tv points

C.external works
1. Fence
2. Gate
3. Front railings (optional)
4. Soakaway and septic tank
5. Inspection chambers and external reticulation works
6.overhead tank
7. Borehole (optional)
8. Wiring and lighting on fence
9. Compound landscaping (interlocks or mass concrete)

20m will not cut it, you will need a minimum of 35m to get anything reasonable, irrespective of the soil type

It can depending on the number of floors and the area covered by the floors, the choice of roof and the type of foundation. Note only for carcass can 20m do the deal.
There are some 5bedroom duplex that 20m can never finish, if too too big.

well am not advertising but just want to advise anyone out there who cares that, labour cost for construction in Ile Ife is cheap. hostel for student is in high demand. experience has shown that one can actually get a land and build 20 rooms for N25m altogether. each room can be rented out for 150k/annum. am a civil engineer based in Ile Ife and have done one for a friend. u too can do same
