it doesn't matter the city you are going, just send the mail and get a reply if your application has been sent to the alien office or not and if it is under processing or not

What did you get as response? What I got was that " the processing of the application is completed in Germany, if you have questions about the current status, please contact the embassy"

The STV Darmstadt is the responsible foreigners authority.
