Winifred Oyo -Ita , has said President Muhammadu Buhari is aware of the reinstatement of a former Chairman of the Pension Reforms Commission , Mallam Abdulrasheed Maina, into the civil service. She however said she warned the President against it .
Oyo - Ita said that her warning was based on the implications such reinstatement would have on the anti - corruption war of the Federal Government .
The HoS stated this in her memo to the Chief of Staff to the President, Mr. Abba Kyari . The memo , with reference number HSCSF/ HCSF/ LU/ COR/FCSC/ 750 / T, was dated October 23, 2017 .
The memo , titled , “ Re : Abdulrasheed Abdullahi Maina, ” was received in the office of the Chief of Staff to the President on October 23.
A copy of the memo was sighted by our correspondent in Abuja on Monday .
The President had directed the HoS to investigate the circumstances that surrounded the return of Maina to the civil service.
He gave the directive following the public outcry that trailed Maina’ s reinstatement.
Maina, whose whereabouts is still unknown , has been accused of embezzling pensioners ’ funds running into billions of naira and is currently under investigation by the Economic and Financial Crimes Commission.
Explaining further , the HoS said she met the President after the Federal Executive Council meeting of Wednesday, October 11 , where she verbally warned Buhari against bringing Maina back to the service.

In what appears a brazen mockery of President Muhammadu Buhari’s war on corruption to date, a former governor accused of absconding amidst his ongoing fraud trial has been seen attending a rally of Nigeria’s ruling party.
Orji Kalu joined other politicians of the All Progressives Congress in Umuahia to stomp for the party’s candidates ahead of the general elections next month.
The appearance comes amidst pronouncements by the Economic and Financial Crimes Commission (EFCC) that the former governor was wanted after departing Nigeria for Germany on purported health grounds in November 2018.
The N7.7 billion trial had remained stalled ever since, although the court fixed further hearing for later this month.
Mr Kalu left office as governor of Abia State in Nigeria’s South-east in May 2007, and has faced allegations he squandered state resources during his reign.
After several judicial manoeuvres which critics said were designed to frustrate his prosecution, the EFCC ultimately reactivated Mr Kalu’s case last year, filling amended graft charges of up to N7.7 billion against him.
At the resumed hearing at the Lagos Division of the Federal High Court on November 5, 2018, the EFCC expressed shock that Mr Kalu had departed the country despite seizing his travel documents.
The former governor’s lawyers said he travelled to recuperate in Germany following a surgical operation.
The judge scolded Mr Kalu for departing the country without due notice to the court, and gave him seven days to return to the country for his trial.
Although the matter was subsequently adjourned till November 12, 2018, Mr Kalu failed to show up. He has been reportedly sighted at different parts of the country by those who know him.
Last week, the Buhari campaign announced Mr Kalu as a key member of the president’s reelection committee.
The announcement drew nationwide outrage, even though the politician was not sighted in public.
But at the rally in Umuahia, the Abia State capital, today, Mr Kalu was shown on NTA wearing white clothes with an APC campaign lapel Friday afternoon.
It was not immediately clear why Mr Kalu seamlessly roamed about in the country without being apprehended by law enforcement authorities.
A spokesperson for the EFCC told PREMIUM TIMES the agency was not aware that Mr Kalu was in the country, much less attending a public event.
A spokesperson for Mr Kalu did not return requests for comments Friday evening.
A Trend
The seemingly sloppy manner with which Mr Kalu’s corruption case is being handled suggest that the Buhari administration has not been as enthusiastic in going after corruption suspects in his own political party as he had been with opposition, said political analyst, Sola Olubanjo.
“We have seen cases and cases where the Buhari government turns a blind eye to its allies who have been formally accused of corruption,” Mr Olubanjo said. “But we may say the soft-landing they have given Orji Kalu is the most brazen since 2015.”
Mr Kalu was a member of the opposition Peoples Democratic Party since 1999. He joined the APC in November 2016, and critics immediately added him to a growing list of opposition politicians moving to the new ruling party to dodge trial for fraud.

Corruption or bad leadership comes in different forms.
GEJ's form of bad leadership had little or nothing to do with bad or lack of good policies. It had everything to do with lack of effective implementation because he didn't want to offend people or some close friends. These close friends took advantage and corrupted the whole system.
Buhari's kind of bad leadership has everything to do with lack of good policies and insight. However, he is most times good with effective implementation not minding what people may say.
And so, none is better than the other. Having good policies without effective implementation is as bad as having no good policies at all even if you have the capacity to effect good policies.

Obviously, from historical data you presented, it is clear that Christian authority in Nigeria destroyed Nigerian economy from the time of Yakubu Gowon until Jonathan. How the heck Christian leaders would encourage Nigerian govt to borrow money from IMF. IMF is up to no good. They scam countries. Seriously, Christian authority in Nigeria really need to return to their Old Testament. That's where true Laws are. First of all, govt should never involved with religious institutions. Yakubu Gowon imposed Saturdays as public holiday because he's member of 7 days Adventist which worships on Saturdays.
Olusegun Obasanjo built Abuja Central church on state money by taxing all states in Nigeria to contribute 100 billion naira each. Only Tinubu and Uzor Kalu did not contribute because they said they are not muslim. Obj also did more. Hummm
Ebele Jonathan under his watch a Christian leader, Ayo Oritsejafor smuggled 10 million USD and ammunition in his private jet to South Africa and no investigation was carried out. Interesting.
Yet they claimed "muslims want to islamise Nigeria. Buhari wants to islamise Nigeria". We get your tricks now.
To make matter worse, when Muslim wanted to start Sharia compliance banking system which is interest free banking, Christian authority claimed it was attempt to islamise Nigeria. In 1974 OIC (organization of Islamic conference wanted to loan Nigeria 2 billion dollars interest free loan under Yakubu Gowon but Christians opposed the idea. They said Govt should borrow money from IMF (International Monetary Fund). The money they borrowed came with huge interest rate and that interest is still being paid till today which plunged Nigeria economy into biting poverty. And now you are blaming Buhari.
It is clear who ran down the country's economy. One thing people don't understand about loan is that the money doesn't exist. When IMF gives you loan, there is no real money until you sign the documents. Once you signed 2 billion dollar unreal money it becomes debt. This is scam which CHRISTIANITY brought upon Nigeria. I just don't know how Nigeria will pay off IMF loan. It is over 40 yrs now and they are still paying the loan with high interest rate. There is no way this loan can be paid off unless IMF decides to write it off. And if they do write it off they will take a huge chunk from Nigeria and plunge the country further into poverty. The future is not bright over there at all. What a mess!

But please permit to clarify my earlier opinion. GEJ's government was very corrupt but because he had intelligent crooks working with him, they were very smart to improvise and quickly reposition things before things get very bad. But underneath, the entire system was massively deteriorating. A collapse was imminent.
Buhari has no plans/focus and no remedy should any little plan he made go bad. So, he will rather not make any plan at all.
For me, it's hard to choose one over the other. Corruption has never built any known society on this earth. It has the potential to collapse even a prosperous society overnight.
On the other side; No policy at all can also stagnate a society and gradually collapse it like we are experiencing now.

The system was not about to collapse and the corruption under Jonathan was not worse than in other regimes/administration except you know better than Transparency International on measuring the trend. Do you Most prosperous societies have corruption, which well defined is abuse of power/office/authority for private/personal gain. Trump is exhibiting a lot of that in the US currently. Jonathan's administration worked the economy to make money and LESSENED corruption, with money flowing around to people in the south who would normally not have seen federal money.
