I knew Proctor was too smart to have gotten rid of all his evidence against Tommy. He was more loyal to Ghost than he ever was with Tommy... He would have voluntarily "ratted" out Tommy with the evidence, if not that Ghost would also take a hit too ...meaning if Tommy goes down , Ghost goes too.

Giving his daughter the Chip was a contingency plan in case death came knocking... Alisa will take them down soon enough if that chip gets to the feds... I see Justice taking its full course eventually. Tommy might not go down without a fight like Kanan...
