Hi,
I don't know if you have been able to sort out a lawn but I have a bit of advice. The picture you provided seems to show that the soil you have their is red earth. If so, lawn seed would not grow in it. The layer of earth that plants grown in is called the top soil where all the organic matter resides, when this layer is stripped away the next is red earth in which nothing really grows. Is red earth soil that you will observe they use to fill holes in construction. Now for you area of lawn, you really need to incorporate organic matter either by allowing leaves, tree branches to fall and decay on it which would take few years or you can just go get screened black top soil from somewhere else and deposit it on your lawn then plant a shade loving lawn grass seed if there is no adequate sunlight by virtue of the trees. When your lawn seed starts growing you need to keep feeding it with either organic or inorganic fertiliser. The young grass will need more of nitrogen in early stage to grow their roots, water and you don't cut the grass till its at least 6inches tall. Even when growing keep giving it organic soil which you can produce by doing compost. Hope this little can be of help.

grasses are of the family poacea and they will grow in tough conditions, OP all you have to do is get the grass seedlings and incorporate them into the soil, though it may be stressful and you have to do it one by one
you will get the dry grass and plant, and then water continuously

You don't have to search for grass seedlings, there are places that sell grass seeds that you just spread on a prepared ground soil and watch how it grows. Soil preparation is important, if your soil is stripped of its top soil or its a hard pan your lawn grass is not going to do well or even grow.

Indeed. I would also suggest some extra fertilizers and soil nutrients for you. Usually it consists of nitrogen, potassium and phosphorus. All those elements are completely organic. Though you must be careful to not overdo it because excessive amounts of phosphorous may actually harm the plants. That's why people use fertilizer spreaders as mentioned here https://bumpercroptimes.com/best-fertilizer-spreader/ because it's just easier to spread soil effectively and thus fully prepare it for planting.
