But also sometime due to the nature of crime and circumstance nthey can arrest a group of people suspected of criminal activities and then sieve through for the guilty ones in cases where the time used in getting an arrest warrant might allow the criminals get away. These guys being paraded are not innocent.

Bros, the fundamental principle of Justice is that everyone has a presumption of innocence FIRST (You are innocent unless PROVED GUILTY).
So, you cannot arrest an innocent person (presumed innocent), without first investigating and collecting evidence of guilt.
You cant ask an innocent person to CLEAR THEIR NAME.... clear their name of innocence or what?
You only clear your name of an established guilt, not of innconce.

If it is open (and Govt does not close it down), then that means it is open for Business and Customers.
