EVarn:
There is the possibility of identifying moderate elements within the BH/ISWAP camps and working with them in a bid to create a pacified space. If we can accommodate factions of these insurgents who are willing to convert their armed agitation into a wholly political one; allow them set up an islamic political party and perhaps give them a few parliamentary seats.

You see, this war has many dimensions and those dimensions keep getting complex as it rages on. There are thousands of the local population within the North East area who are in covert support of the fundamental ideology that BH/ISWAP espouses. You cannot win a war of ideology using ammunitions. If people believe in these things, then the best approach is to find a common ground because you cannot force them to stop believing. However, the flaw here is that this approach could open up other conflicts within the country and lend credence to the perception that a section of the country is trying to islamize the nation.

Alternatively, we have to counter ideology with superior ideology. The government should have an understanding with some liberal islamic clerics, who will serve as vehicles for disseminating the right information/propaganda. We should fund moderate islamic preachings to be aired on radio and TV on daily basis, teachings that denounces the doctrines championed by BH/ISWAP. Financial insensitives and food aids can be disbursed to people through these clerics in order to strengthen the popularity of their teachings and serve as a counter-balance to BH/ISWAP. Government must be willing to channel funds towards this area.

Poverty and illiteracy are the machines that power the insurgency in the NE. These are issues that must be tackled in the long term. Free basic and secondary schools should be set up (I believe the North has a lot of them already), and laws should be passed making it a criminal offence to not send your children to school in that region. Almajiri system should be proscribed. A zakat tax system should be set up under existing sharia law(supervised by a sharia council which would be headed by a grand khadi), and the funds gotten from public payment of zakat should be channeled into funding education. In the next 20-30 years, we should see at least 80% literacy level in the region.

On the military front, we seriously need to commit more funds into acquisition of MRAPs to reduce the unfortunate incidence of ambushes. I support Ugo, the army cannot currently afford, operate or maintain aerial assets in an effective manner. Instead, we can seek alternatives by procuring IFVs and portable PGMs to protect our FOBs.
Honestly I'm wowed.
I think you do have an idea on stopping this BH menace and curbing this ideology of an Islamic state. I strongly believe good education and a superior ideology will curb this BHT with strong military support. Similar thing happened in Zaria around 2012 when suspected BHT killed Sheikh Albani who was openly against BHT despite having similar Islamic beliefs of salafi (sufis).

But we have been getting reports from troops that the ones available aren't enough to go round.

It's left for the authorities to do the right thing.
The enemies sef even use anti aircraft guns to shoot at soldiers, no ballistics vest can stop that.

Then that's where MAKING IT TO BE AS LIGHT AS POSSIBLE COMES INTO PLAY and I believe that is Achievable IF A WELL FINANCED RESEARCH CAN BE CONDUCTED ON THE PRODUCTION OF A FUNCTIONAL LIGHTWEIGHT BULLETPROOF MATERIALS

Chairman, Senate Committee On Army, Mohammed Ali Ndume, on Tuesday, said over 847 soldiers have so far been killed by Boko Haram insurgents in Borno State alone since 2013.

Ndume who addressed Senate correspondents in Abuja, also dismissed claims of the existence of mass graves where soldiers killed by Boko Haram insurgents had been buried.

He said during the visit of his committee to theatre commands in Borno State, it was discovered that soldiers were under-equipped to confront the insurgents.

He also decried the inadequate number of soldiers confronting insurgents. He called on the government to recruit more men into the service to aid the fight.

The soldiers may be under founded but the little money appropriated for them is being stolen by their commanders.
Soldiers food is poor allowance for soldiers on battle field are not paid or intentionally delayed. Nigeria have soldiers ready to fight but saboteurs make them think its worthless to die for Nigerian cause, that's why many have deserted the army, they Just drop their weapon and walk away.

Anyone that read through senator Ndume careful assessment of the state of the army will no we are in a deep shit. When he found out that quite a number of soldiers were KIA, he urge the army to employ more soldiers to consolidate those on ground to fight the war. Now they wanna use 150million naira to construct another cemetery. Does this mean we should expect to loose more gallant officers in the coming days

The cemetery is for NDA cadets.

So it's very true that 15 - 20% of cadets are expected to die during training then and at such cemetery is needed. It is well.

It's difficult coming to terms with that. You loose 20% of your men to training. You loose greater number to Boko Haram. Quite pathetic.
