They were afraid of making a joker movie, Todd Philips had to convince WB to let him do the movie for one a year and when WB decided to give in on his pleas, other smaller production company decided to invest in the movie because they know what joker can do. They did the same thing last year with a star is born.

Unlike other movie studios, WB is willing to share their own IP with other production company and even movie studios that are interested. They did it with TMNT to Paramount. What matters is that the IP is their and they are the company that will distribute it worldwide. They only share the gross with other companies that decided to invest with them(sportsmanship).

Most top flight movies are not fully financed by the studio alone as you have other sponsors that will assist the studio financially and will share part of the profit at the end of the day.

Take Infinity wars and Endgame for example, they had several sponsors and those sponsor will take out of the profit too.

But in Joker's case it was low budget but wb was not fully sure so they went into partnership and will take 75% of the profit. They will still take their cut for marketing and distribution.
